***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Great Lakes Environmental Res Lab/R/GLERL, intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with PP System International INC. out of Amesbury MA, for a new FluroProbe III submersible spectrophotometers. ***The sole source determination is based on the Great Lakes Environmental Res Lab/R/GLERL requirement that PP System International INC. is the manufacturer of the FluroProbe III submersible spectrophotometers instrument and is the only instrument that will suit our needs. PP Systems International, Inc. is the sole U.S. distributor for BBE Moldaenke. This instrument is utilized in-house and on the EPA�s research vessel on the Great Lakes for similar purposes. EPA had identical needs as those we described, and our instrument would be comparable to theirs, thus allowing cross reference of their monitoring program with ours. Our specifications are slightly more stringent in that we need the instrument to work in the lab as well as the field. Our technical points of contacts investigate two different companies that manufacture instruments for This is a submersible spectrophotometer for the measurement of chlorophyll content in water (total content) and quantitative determination of different algal classes including pressure sensor, yellow substances (Gelbstoff) sensor, transmission sensor, water temperature sensor, internal data logger with 612 MB SD card, internal rechargeable battery and external charger and kit. None of these instruments come close to the FluroProbe III submersible spectrophotometers in meeting the specifications. This scientific equipment is needed to perform the scientific research needed for spatially determine chlorophyll, CDOM, and qualify and quantify the phytoplankton classes present of the Great Lakes. Delivery of the units is by 09/30/2022. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
