Description

TITLE: Sole Source Acquisition for ESInet services to AT&T The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to AT&A. AT&T will provide ESINet services to allow Seymour Johnson�s connection to North Carolina�s NG911 network. APPLICABILITY OF AUTHORITY:� This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1), Soliciting From A Single Source. This requirement can only be fulfilled via AT&T.� In September 2019 the state of North Carolina awarded the NG911 contract to AT&A for ESINet services. North Carolina General Statute 143B 1406 (e) (e1) (1) (Located at- https://it.nc.gov/media/2789/download?attachmentspecific) mandated the E-911 transition as shown below. (e1) State NG911 Emergency Service IP Network (ESInet). �- (1)� No later than July 1, 2021, the Board and local governments operating primary PSAP's shall develop and fully implement NG911 transition plans to migrate PSAPs to the State ESInet. To the extent practicable, the migration of PSAPs will be implemented on a sequential region-by-region basis for those PSAPs served by each legacy 911 selective router. The Board may extend the implementation date for a primary PSAP for good cause. For purposes of this section, ""good cause"" means an event or events reasonably beyond the ability of the Board to anticipate or control. The implementation was delayed due to the impacts of COVID. As SJAFB is just one point in the entire ESInet network ATT is the only source capable of fulfilling the requirement as no other provider can integrate SJAFB into the existing network.� Finally, there is a substantial fine for not being in compliance. Only one source is capable of providing the services required. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The anticipated award date is August 2022.
