Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has been tasked by the USACE Aquatic Nuisance Species Research Program to develop and assess an onshore Harmful Algal Bloom Interception, Treatment, and Transformation System (HABITATS). A previous small-scale field demonstration of HABITATS indicated that there is a pressing need for an in-situ flotation capability that can be applied in the water source to bring algae to the surface and reduce the volumes of algae-laden water to be treated.� Services are required for a contractor to assist in the operation of highly specialized equipment for the government�s Harmful Algal Bloom Interception, Treatment, and Transformation System (HABITATS) field demonstration, and to provide reports on the equipment functionality and data such as water flow/dosing rates and pH control guidance. ERDC-CERL intends to award a purchase order on a sole source basis to S2 Sustainable Solutions LLC in accordance with FAR 13.106-1(b)(1). Overarching objectives of the HABITATS research program are increasing HAB removal efficiency and doing so in a way that the HAB waste can be converted to viable fuel sources. A more specific current objective is to develop capabilities to effectively and efficiently bring algae to the surface of water sources, which will reduce the volume of algae-laden water to be treated in HAB remediation efforts.�S2 Sustainable Solutions LLC has been identified through market research as the only source available for provision of the R&D services required to support a government-led in-field technology demonstration that will use S2�s novel �in-situ� flotation approach to float algae (cyanobacteria) to the surface of natural water bodies without causing any ecological toxicity risk. S2�s technology known as HOMBAR is the only technology found that is capable of applying bubble floatation directly inside the water body (or in-situ) in a manner where the bubbles attach directly to algal cells, as opposed to utilizing a separate process stream outside of the water body, or to using a process stream in the water body but where chemical treatment is required to enable the attachment process, thereby adding hazardous chemicals to the water. Because of these reasons S2 Sustainable Solutions LLC is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
