Description
This is a PRE-SOLICITATION SYNOPSIS NOTICE ONLY; DO NOT SUBMIT proposals at this time. �The Government plans to release a DRAFT Request for Proposal (RFP) with this notice, prior to release of the solicitation.� Questions/comments about the DRAFT RFP and its attachments are due by 11:00 a.m. local (Quantico, VA) on May 12, 2022 via email to the Contracting Officer, Michael Jackson, at michael.d.jackson1@usmc.mil (copy the Contract Specialist, Monica Vaccariello, at monica.p.vaccariello@usmc.mil) with the subject line: M67854-22-R-7701 Draft RFP Feedback.� The Government will not accept telephone, written, or faxed questions/comments regarding the DRAFT RFP.� Questions/comments received after the above time and date may not be addressed.� Marine Corps Systems Command (MARCORSYSCOM) intends to release a solicitation to acquire Cyber Vulnerability Research (CVR) services for Joint Cyber Weapons (JCW) Product Manager (PdM) Office, Program Manager Marine Corps Cyberspace Operations (PM MCCO). JCW provides advanced cyber warfare capabilities in direct support of U.S. Cyber Command (USCC), Combatant Commanders, and national agencies to enable and accomplish global operations.� Activities within the JCW program deliver cyberspace superiority capabilities though research, development, testing, evaluation, and integration of cyber technologies.� JCW includes support to Combat Support Teams (CST) to develop prototypes for testing new cyber weapons to outpace modernized defenses used by peer adversaries and to enhance lethality and relevance of software constructed cyber weapons.� The JCW program intends to award a new CVR contract to research, develop, test, deliver, and employ exploits, payloads, and implants to execute the necessary components of the cyber kill chain, which enable Commanders to disrupt, deny, degrade, or destroy targets in cyberspace. In order to satisfy the JCW requirement, MARCORSYSCOM plans to acquire CVR by awarding a single award, Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract with five year ordering periods. �The North American Industry Classification System (NAICS) code is 541715, �Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� �This procurement will be conducted as full and open competition.� An award will be made to a single prime contractor, proposing on all contract line items, utilizing the Best Value, Trade-off approach. �Technical requirements will be set forth in the RFP. � The Government intends to release the formal RFP M67854-22-R-7701 by the end of May 2022 via SAM.gov. �The formal RFP will be available online at http://www.sam.gov/� and will include all documents of the solicitation package. �No paper copies will be issued.� It is the responsibility of those responding to the formal RFP to obtain all amendments and/or other applicable documents. �Offerors are instructed to hold all questions until the formal RFP has been issued. �NO PHONE CALLS WILL BE ACCEPTED AT ANY POINT OF THE ACTUAL FORMAL RFP PROCESS. �ALL COMMUNICATION SHALL BE THROUGH THE CONTRACTING OFFICE VIA EMAIL. �PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITH THE SOURCE SELECTION TEAM. �In order to be eligible for award, interested parties must be registered in System for Award Management (SAM) at http://www.sam.gov/. This PRE-SOLICITATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue an RFP, nor will the Government be liable for any costs involved for submission of questions/comments in response to this PRE-SOLICITAITON SYNOPSIS NOTICE.�
