Description
Notice of intent to solicit from a single source under the authority of 41 U.S.C. 1901. In accordance with FAR 5.203(a)(1), the NPS hereby allows a 7-day response time from the date this notice is posted before issuance of award to operate and maintain the Government Boat Dock located at Hemenway Cove within the National Park Service, Lake Mead National Recreation Area. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by date and time provided in this notice in order to be considered. E-mail responses to david_clark@nps.gov, with the subject line entitled 140P8122Q0066. The National Park Service, Lake Mead National Recreation Area, 601 Nevada Way, Boulder City, Nevada 89005 intends to solicit as a single source requirement with Lake Mead Group, LLC., 4444 Boulder Hwy, Las Vegas, Nevada 89121, under 41 U.S.C. 1901.The requirement is to operate and maintain the Government-owned dock located at Hemenway Harbor and attached to the Las Vegas Boat Harbor. Currently Lake Mead Group LLC holds the concessions contract for the area in question with no other vendors available at that location. As the operators of the concessions marina, they have the qualifications and access to ensure visual and physical inspections are completed, capability to monitor the underwater cabling and anchors for quagga issues. They have certified divers on staff, who are capable of maintaining the cabling and anchors, as well as moving the dock due to lowering water levels. They maintain the utilities (water and electrical) which are needed for proper operation and maintenance of the dock and slipped government vessels. Finally, they have the necessary associated on-site equipment required that make any other sources unable to complete this contract work, such as breakwaters, lift stations, and a crane vessel to support the anchor maintenance and adjusting work. The requirement is for to providing the necessary equipment, supervision and staff to operate and maintain the Government Boat Dock (dock) located at Hemenway Cove within the Mead National Recreation Area (Park). The covered dock is composed of twenty-four slips of various sizes, ranging from 14� x 30� to 20� x 50�, which provide moorage for the Park and the Park�s partners fleet. The dock has both water and electrical utilities that need to be connected for operation and maintenance of both the dock and the government vessels slipped at the dock. The electrical connection is necessary for shore power needs to keep emergency vessels in a ready state and to power the hydro hoist lifts used to reduce aquatic invasive species buildup from occurring on the hulls. The water is used for washdown of the vessels and the dock as necessary. The fully operational dock provides secure storage of the fleet while ensuring easy access to the Lake consistent with the operation of the larger marina complex. Provide the proper protection to the Parks natural resources during the maintenance of the government dock, including the water and shoreline of Lake Mead and its natural resources. The contractor shall have the right of egress and ingress to the dock at all times for the specific purpose of inspecting and maintaining the dock. Lake Mead Group is the only source that have the maintenance and personnel on-site at the marina available at this location that can provide the required services for the dock in support of the Government vessels. The time and cost it would take a new vendor to establish a new marina for the purpose to connect and then operate and maintain the Government�s boat dock, would create unacceptable delays and increased cost in fulfilling the agency�s requirements.
