Description
NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE VA VISN 2 s intends to negotiate with a single source in accordance with FAR 13.106-1(b)(1) for a requirement including emergency repair service to repair leaks on one (1) Trane 335-ton centrifugal chiller located at the Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, NY 14215. PERIOD OF PERFORMANCE: One-time service to begin immediately upon award. IDENTIFIED SOURCE: TRANE U.S. INC. Unique Entity ID QJFJBF8ZBUM8 3600 Pammel Creek Rd La Crosse, WI 54601 USA NAICS CODE: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and the classification code is J041 Maintenance, Repair, and Rebuilding of Equipment Refrigeration, Air Conditioning, and Air Circulating Equipment with a small business size standard of $11 million. RESPONSES TO THIS NOTICE: THIS IS NOT A NOTICE FOR COMPETITIVE QUOTES; however, any business that believes it can meet the requirements above, may give written notice prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses will be considered, however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. Responses are due by 07/11/2022 at 4:00pm EST. Responses shall be submitted to daniel.zielinski@va.gov. Telephone requests or inquiries shall not be accepted. BRIEF DESCRIPTION OF REQUIREMENT: SPECIFIC TASKS: Initiate Lock-Out Tag-Out (LOTO) procedures Recover refrigerant per Environmental Protection Agency (EPA) requirements. Weigh amount of recovered refrigerant and store on location for reuse. Supply and install new gaskets on: Suction Elbow, Economizer, Vane Actuator, Motor Cooling Lines. Pressure Test Chiller and ensure there are no previously diagnosed leaks throughout the system. Should any leaks which require additional repairs be discovered during the pressure testing phase, a quote shall be provided within 24 hrs. and a modification to the contract shall be performed before any additional repairs can be performed. Evacuate and charge the system with previously recovered refrigerant. Additional refrigerant if required shall be billed separately. If the cost of additional refrigerant is over the $2,500.00 micro purchase limit than a modification to the contract shall be required for payment. Remove LOTO Re-commission chiller and test its operation. A member of the VAMC HVAC shop shall be present when final testing is being conducted. EQUIPMENT TO BE SERVICED: Trane 335-ton centrifugal chiller. SAFETY: General Requirements: In the performance of this contract, the contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer or designee shall notify the Contractor of any safety issues and the action necessary to correct the issues. Such Notice, when served to the Contractor or their representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly with notified safety deficiencies, the Contracting Officer may issue an order stopping all or part of the work and hold the Contractor in default. No tools or equipment shall be left unattended. All work areas must be clean at the close of the day and shall be left in the same condition as before work started. Contractor shall obtain all necessary New York State and Federal licenses and/or permits associated with this procurement. Contractor shall take all precautions necessary to protect persons and property from injury or damage. The facility appointed POC may at any time, deem a method of work unacceptable and the contractor shall immediately correct the conditions identified by the POC. CONTRACTOR REQUIREMENTS: Contractor and their employees shall have technical training and demonstrable track records of working experience in maintenance, inspection, testing and repairing of centrifugal chillers and related components in healthcare, industrial, education, and commercial facilities for a minimum of three (3) consecutive years. Contractor and their employees performing work shall be certified and authorized Trane service technicians. All Contractor employees working on-site must complete an Occupational Safety & Health Administration (OSHA) approved construction safety training course. The required level of training is as follows: 10-hour training for on-site workers and/or 30-hour training for on-site supervisors. Proof of OSHA training is required prior to commencement of work on-site. The Contractor shall provide and use all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely in accordance with OSHA Standard 29 CFR 1910.335. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. All Contractor employees working on-site shall have been fully trained in NFPA 70E and be considered a Qualified Person as defined by NFPA 70E. Contractor and their employees performing work shall be trained to manage refrigerant in accordance with U.S. EPA rules using an electronic tracking system.
