- 2/3 Scope of Work Install Kitchen Emergency Power 583-22-514 6-30-2022 GENERAL INFORMATION Introduction Richard L. Roudebush VA Medical Center (RLR VAMC) has a requirement to convert the production kitchen over to emergency power. Scope Contractor shall furnish all supervision, labor, transportation, supplies, equipment, licenses, chemicals, and materials necessary for the accomplishment of the project. All services provided under this contract must be performed in conformance with the Occupational Safety and Health Administration (OSHA), NFPA, NEC, Local Specifications, and Original Equipment Manufacturer standards and specifications. The contractor shall convert the production kitchen normal power over to emergency power. All work will be completed in the production kitchen sub-basement, D-Wing switchgear room and the areas in between of the Richard L. Roudebush VA Medical Center, in Indianapolis. Period of Performance shall be 120 days to allow for procurement of materials and scheduling of crews. The contractor shall complete all work listed below within 60 calendar days after the notice to proceed. Work will be allowed to take place during normal business hours, which are defined as Monday through Friday, 7:00 AM - 4:30 PM, excluding Saturday and Sunday. Work requiring outages or function tests shall be completed when the production kitchen is closed, that is Monday through Friday, 8:00 PM - 4:00 AM. WORK REQUIREMENTS The contractor shall install a new Automatic Transfer Switch (front access, ASCO 7000 Series Closed Transition Power Transfer and Bypass Switch), in the production kitchen sub-basement. The contractor shall install a new 600A emergency breaker in the emergency gear, in the switch gear room. The contractor shall run new conduit and wire from the new 600A emergency breaker to the new Automatic Transfer Switch, to include concrete wall and deck core boring as needed. The contractor shall run new conduit and start wires from the new Automatic Transfer Switch to the corresponding start contact of the D-Wing Emergency Generator, to include concrete wall and deck core boring as needed. The contractor shall run new conduit and wire from the new Automatic Transfer Switch to the associated existing 600A breaker in the production kitchen sub-basement. The contractor shall interrupt the normal power feed for the Production Kitchen at the associated existing 600A breaker, in the production kitchen sub-basement, and re-route it to the new Automatic Transfer Switch, as scheduled and coordinated with the COR. All the unnecessary associated conduits and wires shall be removed by the contractor. The contractor shall be responsible for researching and designing the procedure for the shutdown with all shutdowns associated with this job. The contractor shall perform a scheduled function test coordinated with the COR, and in the presence of a VA employee designated by the electric shop supervisor. The contractor shall fire caulk both sides of all the new wall and deck penetrations completed for the project execution. The contractor shall fire caulk both sides of all the existing wall and deck open penetrations in the D-Wing subbasement. The contractor shall update the electrical One-Line prints with all changes made for this project. The contractor shall ensure that the transfer switch installation is commissioned by a certified ASCO Power Technologies technician. The ASCO Technician shall provide training on the operation and general maintenance of the commissioned switch. The contractor shall remove all trash and debris at the completion of work. The work area is to be kept clean at all times. The Contractor shall ensure that all tools, equipment and material are kept and placed in an orderly fashion to have as little impact on daily operations of the hospital, staff and patients as possible. Owner s manual will be supplied as part of the close out documentation. The contractor shall provide, implement, monitor, and adjust a plan to coordinate the construction process in order to minimize downtimes and delays. The contractor shall work in such a way that the production kitchen downtime is minimized. The contractor shall agree with and adhere to the VA requirements and pace of procedures or processes derived from all the involved services that may affect this project. All prescribed ILSM and/or ICRA measures and procedures shall be implemented and followed by the contractor during the performance of this project. The Contractor shall be responsible for damages caused by its personnel and shall notify the COR promptly of any damages to government property. Upon completion of all the work items, the contractor shall conduct a walkthrough with the COR noting all punch list items. Once all punch list items are completed, the final invoice will be approved. DOCUMENTS Submittals- The contractor shall submit all products used to the COR for approval at least one week before the work start. Schedule- The contractor shall provide a complete, detailed and accurate project schedule at least one week before the work start. The project schedule will require the COR approval. Safety Plan- The contractor shall provide a job specific Safety Plan at least one week before the work start. Confined Space Plan- The contractor shall provide a job specific Confined Space Plan, if applicable, at least one week before the work start. Daily logs- The contractor shall submit daily logs to the COR daily. Daily reports- The contractor shall provide a daily report at the conclusion prior to the next workday. RFI- If the documents are not clear, submit an RFI for clarification or additional information. SAFETY AND INFECTION PREVENTION: The Contractor shall be thoroughly familiar with all rules and regulations governing safety. A 30-hour OSHA Competent Person shall be present for all work and all additional workers shall have a minimum of a 10-hour OSHA Certification. All welders, pipefitters, carpenters, electricians, etc. performing work must present a valid certification for their respectable trade. Appropriate confined space training certification will be required for all involved workers if applicable. The contractor shall implement all ICRA precautions as determined at any time by the Infection Prevention Service. The Contractor cannot use interstitial spaces or mechanical rooms as storage space. Contractors are responsible for storing their materials either in Conex containers on the F lot or at the Cold Spring Road VA Facility. The Contractor is responsible for ensuring all his employee s temperatures are checked daily and that they are wearing a sticker showing that their temperatures have been checked. All visitors are required to wear a mask while inside the hospital. SECURITY The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. The contractor shall wear a VA badge at all times when they are on VA property. The C&A requirements do not apply. A Security Accreditation Package is not required.
