Description

The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Otis Elevator Company for the maintenance and repair of Otis Elevonic 401 elevators. Otis Elevator Company is uniquely qualified to provide this service because Otis Elevator owns the Otis Maintenance Tool (OMT), a proprietary tool used to interface with the process and software of the Elevonic 401. Only Otis Elevator has access to this tool. In addition to the OMT, Otis Remote Elevator Monitoring (REM) allows Otis Elevator to remotely monitor the elevator control systems 24 hours a day, 7 days a week and provide interactive communication with the 401 controllers to identify and diagnose software and processor faults. The period of performance for this contract will be for a base year and four option years beginning on January 1, 2023. The authority to enter into a contract on a sole source basis with Otis Elevator is made under the authority of 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence, that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 09:00 AM Eastern Time on 07/25/2022, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
