Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: High Throughput Fecal Immunochemical Analyzer Announcement No.: 36C24622Q0786 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price, open market, purchase order for a commercial-of-the-shelf (COTS) Polymedco, Inc. OC-Sensor Diana Analyzer. This is a high throughput fecal immunochemical analyzer that will allow Richmond VAMC to increase their current testing capabilities to meet increased demand. Due to a national mail-in Fecal Immunochemical Test (FIT) program that is being spearheaded by Specialty Medical and Path and Lab in conjunction with the White House s Moonshot Oncology program. The total estimated value is $60,000.00. Polymedco currently holds VISN 6 s FIT lab cost-per-test BPA under award no. 36C24620A0004 which expires 11/30/2024. Under this BPA VISN 6 leases low throughput automated analyzers, consumables, and are invoiced on a cost-per-test basis. Market research has determined that procurement of another company s analyzer would require the establishment of another cost-per-test contract with another company. This would cost the Government more and these costs would not be recuperated through competition. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Richmond VAMC. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
