- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Blood Bank Analyzers, Reagents and Consumables Announcement No.: 36C24623Q0003 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price, Cost-Per-Test, Blank Purchase Agreement (BPA) to Ortho Clinical Diagnostics, Inc. for commercial-of-the-shelf (COTS) blood bank analyzers, reagents, and consumables. The BPA will consist of a 1 year base and 4 1 year option years. The blood bank analyzer is a fully automated transfusion service analyzer that is capable of testing Type and Screen (TAS), Antibody Identification (ABID), Immediate Spin Crossmatch, Extended Crossmatch, Unit Confirmation using GEL technology. The equipment will be used to optimize laboratory efficiencies. The total estimated value is $946,744.10. Durham VAMC currently owns 2 MTS Gel systems that were purchased from Ortho Clinical Diagnostics. This system operates with reagents, and consumables that are only compatible with Ortho Clinical Diagnostic products. Changing equipment would require the lab to revamp their entire blood bank processes. Market research has determined that Ortho Clinical Diagnostics has a strategically sourced Federal Supply Schedule contract (V797D-60637) for Clinical Analyzers, Laboratory, Cost-Per-Test under FSC Group 66 III which is valid through 7/14/2026. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Durham VAMC. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
