Amendment 0001 (attachment): The purpose�of Amendment 0001 is to: Extend the quotation submission deadline to Monday, July 25, 2022 at 5:00 PM ET; and Issue answers to questions received from interested offerors. 2. Pre-Submission Webinar Presentation Slides�(attachment) 3. Pre-Submission Webinar Attendee List (attachment) -------- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. � (i) The solicitation number is 95332422Q0045. This solicitation is issued as a request for quotations (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 (effective May 26, 2022). (iii) This solicitation is not a set aside. (iv) Contract line item number(s) are included in Section B of the solicitation.� Specific items, quantities, and units of measure will be identified at the call order level. (v) The Millennium Challenge Corporation (MCC) is seeking multiple contractors to provide economic analysis services under a Blanket Purchase Agreement (BPA). Contractors will be expected to support economic analyses for MCC program development as well as help advance other methodological and analytic work. (vi) The BPA period of performance is included in the solicitation document. Specific deliverable dates, places of delivery/performance, and acceptance and delivery terms will be identified at the call order level, as applicable. (vii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this acquisition. Addenda are included in the solicitation. (viii) The provision at FAR 52.212-2, Evaluation � Commercial Products and Commercial Services, applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision: Technical Capability Past Performance Price (ix) The clause at FAR 52.212-3, Offeror Representations and Certifications � Commercial Products and Commercial Services, applies to this acquisition.� The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.� If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete paragraphs (c) through (v) of this provision. (x) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services/Alternate I, applies to this acquisition.� Addenda are included in the solicitation. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders � Commercial Products and Commercial Services, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition. (xii) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices. (xiii) Offers must be submitted via email to Ms. Daniela Dimitrova at dimitrovad@mcc.gov with a copy to Ms. Jacqueline Naranjo (naranjoj@mcc.gov) by no later than 5:00 PM ET on Monday, July 25, 2022. Questions regarding the solicitation must be submitted via email to Ms. Dimitrova with a copy to Ms. Naranjo by no later than 5:00 PM ET on Tuesday, June 28, 2022. An online webinar will be held on Tuesday, June 28, 2022 from 11:00 am � 12:30 pm ET.� Team members from MCC's Economic Analysis Division will be online to discuss the requirement and respond to questions.
