- Clarification Page 3 of the request for SF330, paragraph 7, the maximum single order shall not be greater than $1,200,000. Requests for Information Question 1. Reference: B Factor 2 Past/Present Performance (middle of paragraph) the following states: Interested Firms must list on the SF 330 Part II, block 10, the type, amount, and dates of all fees for relevant AE Services awarded and negotiated with awards between 2017 and present. The current SF 330 Form Block 10 is formatted in three columns: Block 10: Profile of Firm s Experience and Annual Average Revenue for Last 5 Years Column A: Profile Code (applies to categories of project type/work Column B: Experience (text definition to correlate to Profile Code Column C: Revenue Index Number (correlates to range of average annual revenue over the past five years to each profile code/experience listed) Question: Is the completion of the Standard SF 330 Part II Block 10 form as is acceptable? If not, can you provide a template to show how Block 10 needs to be formatted to capture the requested information specifically the dates of all fees for relevant AE Services. Answer: Yes, the completion of SF330 Block 10 as is is acceptable. Question 2. Will previously completed PPQs and/or CPARS be accepted for Factor 2 - Past/Present Performance? Answer: If there is a final CPARS report available for the past project, yes. Since the PPQ is required to be sent from the previous client directly to me, a previously completed PPQ sent from the AE firm is not acceptable. If the CPARS report is not available, a PPQ is required as described in the request for SF330s. Question 3. Can you please clarify what WWS stands for? Indicate in Section C.11 if the prime has worked with the sub-contractors in the past five (5) years. (Use WWS to indicate you have worked with subcontractor in the last five years.) Answer: WWS is Worked with Subcontractor Question 4. Factor 2: Past Performance Reference is made to a minimum of three and no more than five relevant and recent projects. Is Section F limited to 3-5 representative projects? Answer: Example projects are limited to 3-5 projects per task group. There are four task groups. Question 5. A. Factor 1 Technical Capabilities I) Key Personnel (b) Specialized and Technical Experience does this refer to projects on the resumes, or should this be addressed in Section H? Answer: On the resumes. Question 6. What is the maximum allowable number of projects in section F? Answer: There are four task groups. You may submit between 3-5 projects for each task group. Maximum would be 20 projects. Question 7. B. Factor 2 Past/Present Performance does this refer to Section F Projects? Answer: Yes. Section F should list 3-5 recent/relevant projects for each task group. PPQs are to be sent to these clients. Question 8. B. Factor 2 Past/Present Performance states: Past performance questionnaire (attached) should be sent to clients provided under Factor 1. Technical Capabilities, II). Firm s Professional Qualifications and III) Key Personnel (b) Specialized and Technical Experience. However, section III addresses construction period services, not key personnel. Please clarify for which projects the Government is requesting PPQs. Answer: The PPQ should be sent to clients for each project your firm is listing as a relevant/recent project for each task group in Section F. Question 9: Is it acceptable for firms to submit additional resumes, such as multiple personnel per discipline, or will the VA only evaluate one resume per discipline in the RFQ? Answer: You may submit as many resumes as you wish. The total page limitation for Part I is 65 pages. Question 10. What will determine the selection of an AE for a particular task order once the pool of AE s is awarded? If it s a separate qualification package for each task order is there a limit to pages for the package? Answer: Each contract holder will be given the task order requirement s SOW and evaluation factors and be required to submit their technical qualifications. The best qualified firm will be selected. There will be a page limit for the qualification package.
