- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This procurement is set aside for Small Business.� The NAICS code is 112420 and the Small Business Size Standard is $1.0 Million.� The scope of this Blank Purchase Agreement (BPA) is to secure services for fuel break maintenance, hazardous fuels reduction, and/or non-native invasive/noxious weed control using targeted grazing treatments of forest lands in the Pacific Southwest Region of California to 1) reduce vegetation within the forests, 2) reduce the risks of wildland fires, and/or 3) to improve forest health. Objectives of various BPA Calls include to re-arrange ladder fuels to reduce the potential for an extreme wildfire; reduce the threat of major insect attack; reduce inter-tree competition for moisture, nutrients, and light in the area; maximize individual tree growth and vigor; and/or reduce non-native invasive/noxious weeds. Project areas can include reforestation areas; natural and managed stands of timber/woodlands of all ages, size and species; shrub fields or grass areas; riparian and wetland areas; and/or areas of non-native invasive/noxious weeds. Fuels may consist of harvest activity slash, natural fuels, live fuels, slashed shrubs, and/or trees. Fuel loads across the area vary tremendously and the conditions will be identified on each BPA Call. Targeted livestock grazing by goats, sheep, or cattle are the activities for fuels reduction/vegetation treatment or noxious/invasive weed treatments that are contemplated under this contract.� The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, water for livestock, labor, livestock, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. Responsive quotes must address the evaluation factors outlined in FAR 52.212-2, Evaluation � Commercial Products and Commercial Services. Quotes must be received no later than July 5, 2022, at 4:30 PM Pacific�via email at scott.remillard@usda.gov.
