Description
The United States Agency for International Development (USAID)/Colombia intends to issue a Request for Proposals (RFP) on or about July 25, 2022 for an anticipated single Hybrid - Cost plus Fixed Fee (CPFF) Completion - Indefinite Delivery, Indefinite Quantity (IDIQ) Contract.� The Total Estimated Cost-Plus Fixed Fee for services under this contract (CLIN 001 & CLIN 002) is estimated to fall within the range of $40 million to $47.5 million. The proposed contract for the Productive Ecosystems Activity (PEA) will improve human well-being and biodiversity conservation by engaging key stakeholders, particularly the private sector, in the implementation of nature-based solutions that preserve ecosystems and ecosystem services. Nature-based solutions (NbS) are actions that protect, sustainably manage, and restore ecosystems, while simultaneously improving biodiversity and human well-being. Healthy and productive ecosystems and ecosystem services, like water filtration, food production and the use of natural areas for recreation, are essential to human well-being. Without healthy ecosystems and the services that they provide, humans do not have access to clean air and water, secure and adequate livelihoods, or security from natural and human-made disasters. Nature-based solutions are a win-win strategy for all stakeholders. NbS allow for a continuous provision of necessary goods and services for communities to strive, governments to secure healthy and secure livelihoods, and the private sector to maintain its operations. The PEA contract will seek to positively influence private sector participation in NbS implementation through the design of on demand, cost-effective and market driven NbS. The contract will also build the capacity of local communities to independently design, manage and maintain NbS negotiated for private sector support, and strengthen and provide the Government of Colombia with necessary tools to foster these ventures and benefit from the program�s results for regulation improvement, reporting progress in national conservation targets, and replication. Attached is a draft scope of work for the Productive Ecosystems Activity. USAID/Colombia reserves the right to make any changes to the scope of work prior to the publication of the RFP.� All responsible sources are eligible to submit a proposal which will be considered by the agency.�
