- Questions/Answers to RFQ 36C26122Q0743- Construction and Project Management Services 1. Do you only require CM/PM resumes to mirror PRICE/COST SCHEDULE? Historically the labor categories below have been used, however vendors are encouraged to develop their own labor mix and include resumes for personnel expected to perform on this contract. Project Manager Professional Engineer Mechanical Engineer Mechanical Commissioning Technician TAB Technician Controls Technician Professional Engineer Elect Engineer Electrical 2. SOW requirements also state SMEs (ME, EE), do you also require resumes for SMEs? See question one (1) above for the response to this question. 3. We note several different levels of expertise in the solicitation. What is the complete list of positions and resumes required for this effort? See question one (1) above for the response to this question. 4. Are the positions supporting this effort considered full-time? No, the total level of effort for this contract is expected to be 4160 hours/year spread across the disciplines identified. 5. In section 6.1 of the solicitation, it mentions that the work is considered remote at A/E contractor s site in Southern Nevada. Will onsite support be required during the course of the contract? Site visits will be required, but no long term on-site support is required. The intent is to provide expertise support and management, primarily as reach-back. 6. Page 42 of the RFP states, When submitting pricing information, the offeror will provide a fixed unit price for the line items in the price schedule. Will you please provide the referenced price schedule? The schedule on pages 14-15 doesn t appear to include labor categories. See question one (1) above for the response to this question. 7. Under PWS B.2 PRICE/COST SCHEDULE, only one line Labor Category under Construction Management and Project Management services, please confirm that we are pricing only Construction Management and Project Management services? Please refer to the response to question one (1). 8. Does the offeror provide separate level of efforts for Construction Management & Project Management? Please refer to the response to question one (1). 9. I have read Solicitation 36C26122Q0743 and I am not sure how to complete the price component. It appears to me that the VA is asking for technical qualifications for CM/PM services and the pricing component will be determined as each task order is published. Is this correct? Not exactly, see response to question one (1). And the revised quantity and unit in the price/cost schedule. All task issue should involve one or more of the labor categories in response one (1). 10. The provided Price/Cost Schedule does not outline the anticipated number of hours for each contract year. Does DVA intend for proposers to suggest roles, hours and rates for each? If so, it is likely that submissions from proposers will vary greatly and not be reasonably comparable. Please advise if there is a level of effort (in hours) for one or more roles that should be used for pricing to ensure relative standardization across proposers. The quantity and unit in the Price/cost schedule has been modified and the estimated hour/year is expected to be 4,160. As for the roles/labor categories see question number one (1). 11. Please confirm that it is expected for the Project Manager to provide commissioning oversight and management only and that commissioning activities will be performed by the VA or a third-party entity. How the contractor chooses to execute the work is up to them; i.e. whether they use a PM on commissioning work or not. However, it is expected that we will utilize this contract to provide the VA with Commissioning Agent services.
