- This is a COMBINED SYNOPSIS/SOLICITATION prepared in accordance with the information in FAR Part 5, FAR Part 12 Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE), located at Contract Opportunities at SAM.gov. The RFQ number is N0018922Q0708. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Change Notice 20220428. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this web address: https://www.acquisition.gov. The NAICS code is 813212 and the Small Business Standard is $30 million. NAVSUP FLC Norfolk Contract Department Philadelphia Office located at 700 Robbins Ave Building 2B Philadelphia PA intends to acquire PRIME for Life substance abuse prevention services. The PRIME for Life product, originally developed for the US Army Center for Substance Abuse Programs, is a research-based prevention program in use across DoD (Army and USMC) and Homeland Security (Coast Guard). This service is for delivery to referred members of the Navy active and reserve components, regardless of their area of operation. These services include a classroom-based intervention strategy that addresses substance abuse and a separate computer-based intervention strategy for selected/high-risk and isolated personnel. PRIME for Life contains unique instructional techniques that were specifically designed for a military audience, as well as personal testimonials from Soldiers, Sailors, and other Service members. (See Attached PWS) The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1) only one responsible source and no other supplies or services will satisfy agency needs as implemented by FAR 6.302-1. The Government intends to negotiate this requirement on a sole source basis with Prevention Research Institute, Lexington, KY. This notice of intent is not a request for competitive proposals however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement will close at 12 PM EST on 12 July 2022.
