- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources; whether they are small businesses or other than small businesses. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Purpose and Objectives: The National Institute on Drug Abuse Intramural Research Program (NIDA IRP) Genetic Engineering and Viral Vector; Histology and Imaging; and Confocal and Electron Microscopy Cores provide expertise and research services for all NIDA IRP investigators. One of the Cores� objectives is to adopt new and cutting-edge technology in support of the NIDA IRP mission and Office of the Scientific Director. NIDA IRP needs technology delivering digital counts of biomarker expression levels in precise spatial context, enabling NIDA IRP researchers to deepen their understanding of heterogeneity among cell types in animal models of drug addiction. Understanding the spatial distribution of RNA and protein molecules has led to important discoveries for defining tissue pathology and discovering biomarkers that predict patient response to therapy.� However, there remains much to learn about proteomic and transcriptomic diversity in distinct brain regions of na�ve and drug-exposed individuals. Investigations involving the identification and quantification of RNA transcripts in the spatial context of a brain�s anatomical structure can help us understand how different cell types in the brain work together to affect behavior and can lead to better predictors of response to therapy and/or targets for drug design. Project requirements: NIDA IRP requires a brand-name or equal technology that allows for standard immunofluorescence and nucleic acid hybridization techniques to be combined with digital optical barcoding technology to perform highly multiplexed, spatially resolved molecular profiling experiments. In a single reaction, the GeoMX Digital Spatial Profiling (DSP) (brand-name or equal) technology performs whole slide imaging to capture tissue morphology and allows the end user to select regions of interest (ROIs) for high plex gene expression profiling with oligo-barcoded sequences or antibodies. ROIs can either be spatially restricted or composed of multiple areas across a slide to encompass specific cell types, allowing for the use of morphological markers to guide ROI selection. The ability to detect tissue morphology characteristics to guide profiling experiments increases the likelihood of capturing rare events often missed by typical �grind and bind� assays and contextualizes transcriptomic expression data with spatial information.� Finally, digital quantification methods such as the nCounter System (brand-name or equal) or a Next Generation Sequencing (NGS) platform (e.g., Illumina MiSeq or NextSeq) allow for the quantification of barcode data obtained by the DSP. In case domestic sources are available and capable of fulfilling the Government�s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Companies that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately.� Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive.
