- STATEMENT OF WORK 528A8-809 Build New Emergency Department General Intention: The Stratton VA Medical Center in Albany, NY has a need for new Emergency Department to be added to the main hospital. The new addition will have connecting corridors to the main hospital core. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, significant excavation and site work, furnish all labor and materials, and perform work for construction of a New Emergency Department as required by the drawings and specifications. Work includes demolition, asbestos abatement, excavation, site work, exterior improvements, general construction, alterations, structural, mechanical, plumbing, electrical work, fire alarm and sprinkler work, medical gas work, lead shielding, installation of equipment provided by third-party vendors, low-voltage communications and controls work, and certain other items. Visits to the site by bidders may be made as documented in the formal solicitation of the Project. Offices of Fellenzer Engineering LLP, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by the Contracting Officer or duly authorized representative. Before placement and installation of Work subject to tests by a testing laboratory retained by Department of Veterans Affairs as required by the Drawings and Specifications, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspections. Such prior notice shall be not less than three workdays unless otherwise designated by the COR. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Period of performance: The successful offeror shall begin performance within 15 calendar days after receiving the notice to proceed and complete all work within the 550 calendar days (time specified in the award). Calendar days means every day of the week. Refer to the United States Office of Personnel Management for Federal holidays and any other holiday that is declared by President of the United States of America. Superintendence: The offeror shall provide, from their own staff, a competent 30-hour OSHA certified superintendent. This individual shall be 100% full time dedicated to supervision and assigned to this project while work is being performed on site. If the originally assignment superintendent is not available for any reason then the offeror must notify the Government immediately and provide an alternate competent superintendent. The offeror shall not divide or split up their superintendence duties among multiple projects at the same facility. Each project stands alone and requires a dedicated superintendent to be allocated and funded to that particular project. Commissioning: The commissioning of all required items shall be completed prior to the offeror providing any required training to government staff, the coordination/development of a Final Inspection and the resultant punch list. Punch list: The offeror must notify the Contracting Officer (CO) and Contracting Officer s Representative (COR) of the project s substantial completion. The offeror and Government must establish a date and time to perform a punch list walk through with all stake holders. The offeror is required to complete all punch list items during the established period of performance and not after the 550 calendar days.
