- Constituent research and relationship management are critical aspects of the Development Office�s efforts to raise private funding in support of exhibitions, signature events, and programs such as the National Book Festival, Gershwin Prize, and others.� Complete and consistent data regarding contacts, interactions, and gift funds is essential to the Development Office�s formation and implementation of development goals, strategies, and appeals. Office of the LIBN/Development Office (DO)�s Raiser's Edge is a COTS application that houses fund raising data as well as events management data that is used by the Library�s Special Events Office.� Raiser's Edge allows the Library to collect and report data on all aspects of fundraising or special events management. Raiser's Edge is used to keep track of day-to-day interactions with donors, prospects, library management, and special events customers.� Raiser's Edge is used to maintain various targeted constituent lists to provide information on Library initiatives and special events via email and mass mailings. Raiser's Edge maintains a list of prospects that may be targeted for the support of various Library fundraising efforts. Please see the draft Statement of Work (SOW) below for more details.� Also see Justification and Approval For Other than Full and Open Competition.� Document name: JA RE NXT Maintenance FY23_Redacted.pdf. The Library intends to fulfill this requirement by issuing a sole source contract award to Blackbaud, Inc.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). �The capability statement must be received no later than 4:30 pm July 26, 2022.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, UEI number, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and; Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Blackbaud, Inc. is posted with this notice. (Drafted SOW)� STATEMENT OF WORK OVERVIEW / BACKGROUND The Library's mission is to make its resources available and useful to the Congress and the American people and to sustain and preserve a universal collection of knowledge and creativity for future generations. Currently, the Development Office [DevO] uses Raiser�s Edge NXT, a cloud hosted commercial software, as the primary tool for managing, analyzing, and reporting on constituent (i.e., individual and organizational prospects and donors) information and fundraising activities. [Contract #LCCIO20P0004, awarded 10/31/2019.� Option year exercised for Period of Performance 11/1/2021-10/31/22].� A core aspect of fundraising � the actual payment process � is conducted through pay.gov for credit card and electronic money transfers.� Designed as a service to allow entities to make non-tax payments to the federal government, pay.gov is a stand-alone system and the data �bridge� between the two services � RE NXT and pay.gov � is manual leading to burdensome data input and validation workflows.� At the same time, pay.gov � designed to allow users to pay bills and fees � lacks donor-friendly capabilities. SCOPE:� The purpose of this requisition is to renew the subscription contract for RE NXT that will include: RE NXT Pro Subscription (50,000 Records), RE NXT Payment Enablement Fee (the payment enablement fee is applicable to all of Blackbaud's payment-enabled solution customers) and RE NXT Learn More Training. As well as maintenance and support for training, upgrades, patches, and break /fix and troubleshooting including hotline support via telephone, chat and email. LOC seeks to unlock functionality within the RE NXT Pro subscription service to better integrate payment-processing tools with constituent record management, allowing for the automated update and addition of constituent and gift information and recurring gifts.� While the current subscription with RE does include Payment Processing module as part of services delivered, DevO has been advised by Office of General Counsel (OGC) that payment processing was not part of original requirements and tools, even while provided, cannot be used without contract modification.� In addition, the use of payment processing module requires an ancillary agreement with Blackbaud to create a payment services account to accept donations via credit card or ACH.� REQUIREMENTS: Support donor-driven digital payment options (e.g., ACH, credit card) for both one-time and recurring payments. Support ability to utilize online donation form, either embedded on loc.gov page or hosted on Blackbaud cloud, that collects needed biographical and financial information Provide donor with online and email confirmation of transaction Secure constituent financial data in accordance with industry and Library standards, e.g., Payment Card Industry Data Security Standard, also known as PCI-DSS (PCI) Maximum transaction amount no lower than $25,000 Support scaled transaction volumes Provide DevO with the ability to create or update existing constituent and gift records within the constituent management database with minimal or no manual intervention. Share relevant transaction data in a manner sufficient to identify whether donor/constituent is already listed in constituent management system or whether donor/constituent is new to constituent management system based on designated identifiers (e.g., name, email address, and/or other biographical information) Share relevant transaction data to identify amount of gift Share relevant information regarding gift purpose at a level defined by the Library (e.g., appeal, fund ID) Mask individual constituent/donor financial data according to PCI standards while retaining sufficient identifiers for service or audit needs Allow Library to review data before changes are incorporated into constituent management system Tag transactions shared at same time with coding to allow easy identification of batches by data query or reporting Provide tools to view, filter, analyze, and report transaction data Any information or system tools shall allow users to view and/or create dashboard or �at a glance� summaries of current and past transactions (initial payment, recurring payment, chargeback/refund, etc.) and any associated fees information or system tools Provide detailed transaction information including name of donor, needed bibliographic information, date of transaction, type of transaction (credit card, ACH), relevant financial data, and fees assessed Maintain trail of record changes Any information or system tools shall allow users to create and save ad hoc searches or filters of records based on user-specified data criteria with the ability to access and/or export results for further use Any information or system tools shall allow users to generate standard and customizable reports providing summary and detailed audit trails with data related to constituents, gifts, and related activities Any information or system tools shall allow users to generate standard and customizable tallies and other statistical analysis related to constituents, gifts, and related activities Provide users with the ability to export or extract information in other formats for purposes of analysis (e.g., XLS), reporting (e.g., WORD or PDF), and presentation (e.g., PDF, PPT) Any information or system tools may support development of APIs to extract information and share with Library systems Any related systems should meet Library standards Accountability/Protection of Sensitive Information: The system shall provide DevO with the capability to maintain the security of the information and the underlying databases is crucial, as well as being able to identify who has accessed or changed information.� Seamless Regular and Remote Access: DevO shall have the ability to use any related system tools from normal work desktop OR from a laptop (if travel or away from workstation for an event).� Access to the system, and processing once in the system, should be reliable and rapid.��� Utilization: Users shall have the ability to extract information in other formats for purposes of analysis (e.g., XLS), reporting (e.g., WORD or PDF), and presentation (e.g., PDF, PPT)�� Rights and Permissions: ������������� System Administrator to should be able to control rights and permissions to access functionalities at different levels by data type and user role���������� Efficiency: Information or system tools should give responses in 2 seconds after checking constituent or transaction information. Time taken should be minimal in most of the cases for simple report preparation. Security: Login the system should be with use of Muti Factor Authentication /Single-Sign on system.� Unauthorized entry in information system will be blocked by Firewall and secured with encryption. An email and mobile notification will be sent when the user logs in the system except when the user is an administrator������������ Reliability: Software Framework of Underlying Information System shall be robust, bug free satisfying all the requisite requirements and provide good overall user experience. Operability:� Any provided information or system tools can be operated with intermediate computer skill level. The Information System can operate in browsers such Microsoft Edge, Google Chrome and Mozilla Firefox. Operating System -Window XP, Window vista, Window 7 or higher window version, Linux, mac OS Usability: Training time for using the information or system tools shall be minimal. Accessibility: The information or system tools must function according to the Microsoft/Firefox/Google Chrome Accessibility Software used by the Library is subject to routine security scanning whether hosted internally or externally as part of the Library�s continuous security monitoring program.�� These security scans may result in the identification of software security vulnerabilities that need to be mitigated within the following timeframes: High Vulnerabilities���������� 30 days Medium Vulnerabilities��� 180 days Low Vulnerabilities����������� 360 days ���������� Upon notification of a security vulnerability, the contractor will take steps to correct the vulnerability within the above timeframes, including code modification, testing and installation on all Library instances of the software.�� The contractor will also provide documentation, such as release notes, installation guides and user guides, documenting the changes made to the software to address the identified vulnerability.�� Costs associated with addressing software security vulnerabilities are not reimbursable separately and should be included as part of the contractors quote for providing the Library the software licenses or software maintenance. 6. The vendor shall provide application logs for LOC to review, Service Organization Control (SOC1/2) reports, on regular intervals, showing (per our LOC Security policy) successful and unsuccessful authentication, successful and unsuccessful changes to user/group accounts and permissions, successful and unsuccessful changes to the configuration of the auditing subsystem.� Audit logs must identify each entity (user and device) accessing the system, time and date of the access, time and date of session termination, and for use of elevated privileges, the entities� activities. 7.� � �The vendor will provide the end-of-support date for the following hardware and/or software product(s) being procured under this contract: ������������� Raiser�s Edge (RE NXT) Database by Blackbaud version 7.96.6404.26 ���������� If the vendor does not have an end-of-support date, the vendor must specify an estimated date, noting that it is an estimated end-of-support date. This information must be provided in writing to the COR at the time of award.� Updates to the end-of-support date(s) must be provided when exercising any option under this contract. Unlimited access to 100+ courses and 200+ hours of expertly designed course content. *50,000 Records QUALITY CONTROL All the procured Software Maintenance and Support specified in Section 4.1 will be used and tested within a year of delivery by LC users.� Any defective Software Maintenance and Support will be replaced by the vendor free of charge.� The contract COR will notify the vendor and let him/her know that this Software Maintenance and Support was found to be defective.�� The vendor will have one (1) business day to correct the problem. ADDITIONAL INFORMATION PLACE OF PERFORMANCE The work to be performed under the contract will be performed remotely at the direction of the COR. �HOURS OF OPERATION The contractor/vendor is responsible for conducting business between the hours of 8:30 am until 5:00 pm Mondays through Fridays, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
