This announcementconstitutes the only solicitation; this is a Request for Quotation (RFQ) and a writtensolicitation will not be issued. 2)The solicitation document and incorporated provisions and clauses are those in effectthrough Federal Acquisition Circular 2022-06 and Defense Publication Notice 20220428. 3)The NAICS is 721110, Hotels. The Small Business Size Standard for this NAICS code is$35M. This acquisition is being solicited for Full and Open Competition. 4)Description: Strong Bonds Family Event IAW Attachment I, Requirement Descriptiondated 1 July 2022. Primary: TSgt William Tucker � william.tucker.32@us.af.mil Alternate: MSgt Kristian Perlas - kristian_martin.perlas.2@us.af.mil The following clauses and provisions applies to this acquisition: FAR 52-212-1 Instructions to Offerors - Commercial Items FAR 52.212-2 Evaluation - Commercial Items: This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) This is a competitive best value acquisition in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other factors. The Government intends to make award to the offeror with the best value to the Government. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Capability (Acceptable/Unacceptable): Technical Acceptability is achieved when the offeror provides all required documents IAW Attachment I, Requirement Description and complies with the specified period of performance timeline. 3. Past Performance (Acceptable/Unacceptable): Factor I: Price Proposals will be evaluated using price analysis as described in FAR 13.106-3 to ensure the price is fair and reasonable. (ii) Completeness: Pricing will be reviewed to determine if all price information requested by the Solicitation Package has been submitted. (iii) Reasonableness: The Quote will be evaluated for reasonableness, defined as the degree to which the proposed prices compare to the prices a reasonably prudent person would expect to incur for the same or similar product/service. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Offerors that may address any aspect of the proposal and may or may not be documented in real time. The Government intends to make award based on the initial proposal submissions, without conducting interchanges. Therefore, each offer should contain the Offeror�s best terms from a price and technical standpoint. However, if, during any part of the evaluation, it is determined to be in the best interest of the Government, the Government reserves the right to hold interchanges using written Interchange Notices (INs), or real time conferences. Offeror responses to interchanges and INs will be considered in making the selection decision. Interchanges and INs may be conducted with one, some, or all offerors. The Government is not required to conduct interchanges or INs with any or all Offerors responding to this solicitation. Once the Government determines the Offeror that is best-suited to meet stated requirements, the Government reserves the right to hold interchanges with only that Offeror to address any issues (if necessary) and finalize an award with that Offeror. If the parties cannot successfully resolve outstanding issues, as determined pertinent at the sole Strong Bonds Family Event discretion of the Government, the Government will hold interchanges with the next best-suited Offeror (based on the original analysis) and address any necessary issues with that Offeror. If the government begins interchanges with the next best-suited Offeror, no further interchanges with the previous Offeror will be entertained until after contract award. This process will continue until an agreement is successfully reached and a contract is awarded. Factor II: Technical The Offeror�s Technical Proposal shall consist of a written narrative describing the Offeror�s technical and managerial approach for meeting the requirements of Attachment 1, Requirement Description Dated 1 July 2022. The Technical Proposal should demonstrate the Offeror�s ability to perform the technical requirements. (i) The Government will review the Offeror�s proposed technical approach to verify it will result in successful contract performance, and will assign either an acceptable or unacceptable rating to the technical proposal. The technical definition ratings are as follows: Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation Factor III: Past Performance The Government reserves the right to obtain information relative to present and past performance on its own, in addition to information provided by the Offeror. The quality of an Offeror�s past performance may be reviewed and evaluated through the use of systems such as the Contract Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), questionnaires tailored to the circumstances of this acquisition or other sources or databases known to the Government. Interviews may be conducted with Program Managers, Contracting Officers, Fee Determining Officials, Defense Contract Management Agency or other sources known to the Government.
