- SUMMARY PERFORMANCE WORK STATEMENT (PWS) Defense Acquisition University (DAU) Competency Requirements Management System (CrMS) 4.0 General: �This is a non-personal services contract to provide design, development, and integration of learning assets to ensure continuity of daily operations to include software maintenance, database and quality assurance supporting the Defense Acquisition University (DAU) mission.� The mission of the DAU is to provide a global learning environment to develop qualified acquisition, requirements and contingency professionals who deliver and sustain effective and affordable warfighting capabilities. �Production Coordination and Optimization (PCO) directorate executed a deployment of a competency and learning asset management database to manage the functional area competency models, DAU learning assets, and the linkages between the competencies with minimal redundancies between and within learning asset. �Referred to as the CrMS, this custom system has demonstrated capabilities including but not limited to: bi-directional requirements traces between workforce Competency Models and DAU learning assets; the ability to perform gap analyses; and the ability to search across competencies, learning assets and generate reports. �Learning asset data for DAU training courses as well as competency model data comprise the set of data resident in the CrMS. Objectives:� The objective of this requirement is to obtain a request for information for technical expertise to evolve the current baseline CrMS enhancing and build on current features and functionality.� This includes overhauling CrMS to allow for incorporation of unique learning assets with different data characteristics and have an automated workflow to conduct annual audit reviews across all learning asset categories. �PCO seeks to enhance features and functionality of the current CrMS instantiation as an operational, interactive, web-based system that supports the DAU mission. �CrMS assists PCO in discharging their responsibilities by providing for configuration management of both the competency models and learning assets as well as supporting cross-functional competency and learning asset analysis. Basic Services and Key Personnel:� The contractor shall provide operations and maintenance support to ensure continuity of daily operations to include software maintenance, database and quality assurance support of CrMS. �The contractor shall code the application, provide testing and quality assurance; demonstrate completed enhancements and capability to interoperate with selected DAU business systems and assists with deployment within the DAU infrastructure. Contract Manager/Project Manager: must have familiarity with Defense Department Data Sources (e.g. cost and software data reporting) and DoD Competency management framework per DODI 1400.25 and the Acquisition Functional Area models. Senior Applications Developer: must have a high degree of expertise with the following systems/protocols/development language: Microsoft ASP.NET webforms to include MVC. Relational database management, T-SQL programming using Microsoft SQL Server 2016. Rapidly deploy database change scripts using data manipulation language (DML). Client-side programming using HTML, CSS, JavaScript, jQuery, jQuery UI, various jQuery plugins, Bootstrap CSS framework, communication and data manipulation with the system using AJAX and REST techniques along with third party libraries including Newtonsoft.Json. Crystal Reports.NET. TASK(S):� The contractor shall provide the following tasks: Program/Project Management. �Implement project management functions to include cost, schedule and performance reports that reflect progress on CrMS development and to enable proactive identification and resolution of problems, facilitate in progress reviews, recap meetings, action items completed and the status of pending action item.� Conduct analysis of user needs and usage to identify and propose functional change enhancements to enable a better user experience.� Provide analytic support to include, but not limited to: data mining and data and trend analysis.� Provide expert advice on emerging IT trends and developments. Technical Maintenance and Management. �Implement standard system maintenance management practices in order to provide assistance to users on a periodic basis, execute minor system changes/updates, corrections and modifications that do not impact the Entity Relationship Diagram (ERD) but may include the addition of new fields to existing tables. Inclusive of this task is the preparation of DAU required documents to effect the implementation of updated software and correcting system vulnerabilities discovered in the process by DAU. Coordinating and conducting usability, functionality and quality assurance testing before and after new deployments to the DAU Information Technology (IT) network. �Correcting system vulnerabilities discovered by DAU Chief Information Officer (CIO) and corrected satisfactory addressed and accepted by the DAU CIO. Provide Defense acquisition and instructional design Subject Matter Expertise (SME) to support: The assessment and modification of baseline functional area competency models against the Defense acquisition competency framework. Cross-functional competency assessment. Assessment and reestablishment of associated business rules for subcompetencies. To analyze and manipulate data resident in the CrMS to link competencies to learning objectives via the competency component parts. Model Data Analyses and Upload. �As required, contractor will validate and ensure the most current, up-to-date learning asset data is uploaded into the CrMS environment and is ready for use by the DAU faculty and staff. User Guide Updates. Contractor shall provide live user training, an update to the user guide and related CrMS training materials that reflects system/screen changes to accompany each enhancement release. �Training materials include but are not limited to User Guides, Job Aids and Videos.� System Modifications and Documentation. �Provide technical documentation updates to include data dictionary, source code, database entity relational diagram and internal system operations as appropriate. Integrate CrMS with other DAU operational systems to gain data efficiencies. Institute autocomplete filter capability for all data fields. Implement customizable reports to include Heat Map Report for learning asset objectives, blooms level frequency.� � Provide dashboard capability of learning asset categories by annual review status and allow dashboard output in a .pdf/excel and ppt format. Develop a system capability to identify and integrate (adopt) into a functional/knowledge area competency model, the competencies and/or sub competencies from one or more other models in order to create a holistic model for a given functional/knowledge area with asset dependencies.� Implement a system capability to integrate cross-functional functional area and knowledge area models. Competency Model � Import new replacement functional area models and be able to retain prior model for configuration management and historical archival. Competency Model - Export the Excel template with data for a selected functional area to allow for mass changes offline which then can be re-imported to CrMS. Competency Model - Expand the capability to allow for Knowledge Areas competencies that are distinct from Functional Area models but can share similar data elements.� Enable a competency model duplication feature for baseline and modification. Competency View - Expand an entire functional area node in the tree to allow for view by Unit of Competency, Topic, Competency and Subcompetencies for all competency models. Course View - Associations to Terminal Learning Objectives (TLOs), allow selection of multiple subcompetencies.� On the list of associated subcompetencies for the TLO, each row should have a dropdown to indicate coverage (Full/Partial/None). Course View - Implement a Draft/Hold feature to allow the user to come back and continue working on edits before final submission. Admin � Remove inapplicable permissions columns for Unit of Instructions (UOI), Lesson/Modules (L/M), TLO, Enabling Learning Objectives (ELO), Time Tracker (TT) on admin screens. Provide ability to search and provide asset dependencies in a form of a new GUI screen or output report of the search results.� Asset dependencies include assets embedded or linked to another asset which will require an update or change. Modify design requirements to accommodate existing and additional categories of DAU learning asset shells as the learning asset audit review process continues and/or new learning assets are created to support Functional Area Leaders competencies adjustments. ��� Integrate CrMS with other DAU operational systems to leverage CrMS data to gain data efficiencies. Expand version control of the course Plan of Instructions (POI) to accommodate new learning assets. Design automated help desk process to identify and capture new requirements and issues raised through user feedback for prioritization. Provide ability to capture departed users as inactive status to retain and capture learning asset documentation to comply with Council on Occupational Education (COE) and the American National Standards Institute / International Accreditors for Continuing Education and Training (ANSI/IACET) accreditation standards. Evolve the user interface integrating user instructions, hints and dynamic help screens to facilitate user familiarity and ease of use of new functionality. Provide validation and verification of learning assets entered into the database and provide documentation of results. Provide system administration and helpdesk support to CrMS users.
