- PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to manufacture the ESAP System listed below: NOUN����������������������������������������������� ����������������������� NSN �������������� ����������������������� P/N Expedient Small Asset Protection 1 (ESAP 1)���������� N/A���������������� ����������������������� N/A Material Readiness Spares Package (MRSP)������������ N/A���������������� ����������������������� N/A This requirement is for manufacturing and contractor logistics support services.� Our manufacturing services strategy is a five-year contract (basic plus 4 option years) beginning in FY24 and will continue through FY28.� The projected quantities will be Best Estimated Quantity of 70 per year. The Government�s needs for manufacturing services are required in order to support current operational initiatives. The ESAP 1 is a part of the Operational Imperative #5, and is critical in providing optimized resilient basing in contested environments.� The ESAP 1 mission to provide specific munition effects protection for small assets is vital. The ESAP 1 �is comprised of ESAP 1A outer structure and ESAP 1B inner structure to provide protection for 4th and 5th generation US fighter aircraft. The Government�s needs for contractor logistics support services are required in order to further support current operational initiatives post procurement of ESAP 1.� This will be included as part of the procurement package to provide limited contractor support for the first ESAP�s to be fielded to assist during assembly and to ensure personnel are properly trained.� Once completed, additional contractor logistics support may be needed on a limited basis. The ESAP 1A is a rapidly-constructed, deployable steel shelter to protect US Air Force aircraft from the elements.� The shelter is designed to be a temporary structure that is rapidly set up with limited manpower and equipment, and relocatable to provide flexibility to military commanders.� The system is stored and transported worldwide in 20-ft ISO containers which form a portion of the sidewalls of the structure.� The protective inner ceiling (ESAP 1B) is a part of the structure, and will be included in the ESAP 1A procurement (Figure 1) ESAP 1A should adhere to the following: Dimensions of interior open space: 64 ft 6 in wide (between ISO containers) 80 ft long to accommodate four ISO containers (e.g., Sea Box SB861.6 or equivalent, nominally 19 ft 10-1/2 in each), and 18 ft high comprised of standard ISO container (e.g., Sea Box SB861.6, 8 ft 6 in high) stacked on top of high-cube ISO container (e.g., Sea Box SB861.9, 9 ft 6 in high) A-36 steel cladding, 18 gauge T-1 profile Manually operated steel doors on both ends, must maintain minimum opening of 64 ft 6 in wide x 22 ft high, clad with 18 gauge T-1 profile steel or heavier, one personnel door included each end with same cladding as structure 2 Interior overhead cranes rails capable of lifting 15K lbs each Anchorage on 18-in thick or greater concrete pavement using mechanical anchors or equivalent, or on soil using appropriate earth anchors (anchors and specialized installation equipment included in kit) Designed and engineered to support protective inner ceiling structure (ESAP 1B, approximately 225 kips total weight), imparting a static vertical load of 1.4 kips/LF on each wall [NOTE: ESAP 1B to 1A connection details will be provided later to qualified vendors] ESAP 1A (with or without optional ESAP 1B) engineered for, at minimum, 160 mph wind loads, minimum 20 psf snow loads, seismic loads IAW ASCE 7-10 (Ss = 1.0g, S1 = 0.6g), structural requirements in compliance with UFC 3-301-01 Erectable by 12-person crew in under 12 days or less, using only Genie 1256AF telehandler forklift, 10k forklift, and standard hand tools Shipped in 20-ft ISO containers (standard, high-cube, and half-height containers to optimize weight and volume, plus provide side walls of structure); containers included as part of kit Total container weight when loaded cannot exceed 25,000 lbs; all components must weigh 10,000 lbs or less Any specialized tools or equipment required for building installation Full set of engineering design drawings (stamped by PE) showing compliance with requirements Full set of manuals (set-up, maintenance, disassembly, repackaging) covering both ESAP 1A and 1B The ESAP 1B is a clear-spanning steel structure system that integrates with the Large Prefabricated Steel Protective Enclosure (ESAP 1A) to protect US Air Force aircraft.� The system is designed to be a relocatable ceiling structure that is rapidly installed onto the ESAP 1A with limited manpower and equipment to provide flexibility to military commanders.� The system is stored and transported worldwide in 20-ft ISO containers. ESAP 1B should adhere to the following: Overall ESAP 1B dimensions are 63 ft 10.5 in wide x 80 ft long Estimated total weight is 225 kips Erectable using only Genie 1256AF telehandler forklift, 10k forklift, and standard hand tools Shipped in 20-ft ISO containers (standard, high-cube, and half-height containers to optimize weight and volume); containers included as part of kit Total container weight when loaded cannot exceed 25,000 lbs; all components must weigh 10,000 lbs or less An MRSP shall be provided in addition to the ESAP to include critical components needed for field level repairs, replacements and maintenance.� These spares should also adhere to the packaging guidelines outlined above for both ESAP 1A and 1B structures.
