Description
THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO NORTH AMERICAN RESCUE, LLC FOR BASIC PUBLIC ACCESS BLEEDING CONTROL STATIONS AND BASIC BLEEDING BAGS. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed-price contract for Basic Public Access Bleeding Control Stations and Basic Bleeding Bags to North American Rescue, LLC (NAR), 35 Tedwall Court, Greer, South Carolina 29650-4791 (SAM Unique Entity ID: JW8KVCGYPZL9, CAGE: 06ST7). In order to meet the Government�s mission, the Pentagon Force Protection Agency (PFPA), Emergency Management Directorate, Emergency Preparedness Division requires procurement of North American Rescue LLC�s Basic Public Access Bleeding Control (PABC) Stations, which are designed to provide bystanders and initial first responders in public buildings and populated public areas with quick, easy access to essential medical equipment for stopping life-threatening bleeding. This is a new requirement, which will help in assisting victims immediately, described as follows. 50 Quantity of Item #80-0471, which is for:� Basic Public Access Bleeding Control Stations, Designed to provide bystanders and initial first responders in public buildings and populated public areas with quick, easy access to essential medical equipment for stopping life-threatening bleeding.� Complete ruggedized vacuum-sealed pouches containing lifesaving bleeding control equipment such as tourniquets, pressure dressings and gauze bandages to put into the hands of the public to help control bleeding and save lives. It also includes the NAR Responder QuikLitter� for moving injured casualties. Basic Station Contents: 1 x Rugged, Easy-to-access Wall Case: 1 x NAR Red Nylon Carrying Case 1 x NAR Responder QuikLitter 8 x Basic Individual Bleeding Control Kits (Vacuum Sealed) 1 x C-A-T� Tourniquet 1 x 6 in. NAR Responder ETD (Emergency Trauma Dressing) 2 x NAR Responder Compressed Gauze 2 x Pair, Responder Nitrile Gloves, Lg 1 x Responder Trauma Shears, 7.25 in. 1 x NAR Survival Blanket 1 x Permanent Marker, Small 1 x Just in Time Instruction Card Dimensions 1 x Rugged, Easy-to-access Wall Case Clear Wall Case: H 18 in. x W 11 in. x D 8 in., Weight: 6.8 lb. Individual Bleeding Control Kits: H 7 in. x W 5 in. x D 2.5 in. Weight:� 11.7 oz. 2. 110 Quantity of Item #85-3663, which is for: Basic Bleeding Bag, Designed to provide bystanders and initial first responders in public buildings and populated public areas with quick, easy access to essential medical equipment for stopping life-threatening bleeding.� Complete ruggedized vacuum-sealed pouches containing lifesaving bleeding control equipment such as tourniquets, pressure dressings and gauze bandages to put into the hands of the public to help control bleeding and save lives.� Basic Bag Contents: �1 x Bag, Trauma & First Aid (RED) contains: 3 x Basic Individual Bleeding Control Kits (Vacuum Sealed), which each one having these items: 1 x C-A-T� Tourniquet 1 x 6 in. NAR Responder ETD (Emergency Trauma Dressing) 2 x NAR Responder Compressed Gauze 2 x Pair, Responder Nitrile Gloves, Lg 1 x Responder Trauma Shears, 7.25 in. 1 x NAR Survival Blanket 1 x Permanent Marker, Small 1 x Just in Time Instruction Card Individual Bleeding Control Kits Weight: Each bag with the 3 vacuum sealed bags weigh approximately 2 pounds As part of the Pentagon Emergency Preparedness Program under the national Stop The Bleed program, which is a proven program developed by the American College of Surgeons to save lives before first responders can arrive, these items may save someone�s life in the event of a serious injury.� North American Rescue provides bleeding-control items to the military and the civilian community in accordance with the military�s Tactical Combat Casualty Care (TCCC) guidelines which are the standard for all PFPA law enforcement personnel, and the items contained within the kits meet PFPA Emergency Preparedness Division needs.� North American Rescue has the capability to meet all salient requirements for the PABC Stations with vacuum-sealed bleeding-control kits and custom-made tourniquets and additional Basic Bleeding Bags, and they are the sole manufacturer and distributor of these products. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(i) under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers with a Small Business Size Standard of 200 Employees.� The PSC code is 6515, Medical and Surgical Instruments, Equipment, and Supplies. This is a commercial item with a dollar value under the Simplified Acquisition Threshold. This notice of intent is NOT a request for proposals or quotations.
