Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with NTT Electronics America, located in San Jose, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source to purchase three (3) 578 nm SHG Modules. NIST requires is a 578nm SHG module. The NIST Yb portable lattice clock programs use coherent laser radiation during the clock cycle. The necessary light at a wavelength of 578 nm is produced by second harmonic generation (SHG) of 1156 nm light, because sufficient power for the clock can delivered in this manner with less size, weight and electrical power than a laser system operating at 578 nm would require. However, the portable clocks operate with relatively low power 1156 lasers, so it is crucial that the SHG module be extremely efficient. It is also crucial that the module has a form factor compatible with our existing NIST hardware so it can be a drop-in replacement without re-designing and re-building the surrounding system components. The NAICS Code is 334516, Analytical Laboratory Instruments Manufacturing, with a small business size standard of 1.000 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to NTT Electronics for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by July 23, 2022. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than July 18, 2022, at 11 a.m. MST.
