Description
Pursuant to Federal Acquisition Regulation (FAR) 12.603(a) and 13.106, the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of Oil and Gas Well Database and Software Services. (i) This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0622Q0031 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 12 in conjunction with the policies and procedures for evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05 effective March 7th, 2022. (iv) This solicitation is being issued on an unrestricted basis. The North American Industry Classification System (NAICS) code associated with this solicitation is 511210, Software Publishers, with a size standard of $41.5 Million. (v) See the Schedule of Items (Section 2 of the RFQ) and Project Requirements (Section 3 of the RFQ) for detailed requirements. The schedule of items for the base period and all option periods is to be completed and returned with your quote. (vi) The services to be acquired through this combined synopsis/solicitation are for Oil and Gas Well Database and Software Services in accordance with the requirements and terms and conditions outlined in RFQ 140L0622Q0031. (vii) Delivery requirements are provided within the RFQ. (viii) FAR Provision 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition. Potential firms shall read and comply with all terms and conditions. See Section 8 of the RFQ � Addendum FAR 52.212-1 for additional instructions. (ix) FAR 52.212-2, Evaluation- Commercial Items, applies to this acquisition, see Section 9 of the RFO for detailed evaluation criteria. The basis of award will be a competitive best value lowest price technically acceptable source selection based upon an integrated assessment of Factor 1: Technical Capability Checklist, Factor 2: Technical Capability Narrative, and Factor 3: Price. The Government anticipates making one (1) award to the responsive, responsible firm whose quote conforming to the solicitation will be most advantageous to the Government. (x) Firms shall ensure that their Representations and Certifications are up to date in the System for Award Management (SAM) which can be accessed through https://www.sam.gov. Firms shall ensure that this acquisition NAICS Code of 511210 is listed in FAR 52.212-3, Offeror Representations and Certifications � Commercial Items. Firms that do not have access to SAM shall print the full FAR Provision 52.212-3 and complete the required entries and include with their quote. (xi) FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items applies to this acquisition. This clause is incorporated by reference (See Section 6 of the RFQ- Clauses). (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. See Section 6 of the RFQ, FAR Clause 52.212-5 for additional information. (xiii) Additional FAR clauses that apply to this acquisition are provided in Section 6 of the RFQ. All FAR clauses will be incorporated into the successful firms� award. Additional provisions that apply to this acquisition are provided in Section 6 of the RFQ. These provisions are incorporated into this solicitation but will not be incorporated into the successful firms� award. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Quotes are due no later than 10:00 a.m. Mountain Time (MT) on Thursday, July 28th, 2022. Quotes shall be submitted via electronic mail to the point of contact listed below in section xvi. (xvi) Interested parties may submit questions relating to this RFQ via electronic mail to the point of contacts listed below. Questions are due no later than 10:00am MT on Monday, July 11th, 2022.
