- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z085P3739400 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. The Small Business Size Standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. **For purposes of evaluation and award, Past Performance is considered to be more important than Price. S21_217_25900_RTK_0622_418 ITEM 1: Ship Service Diesel Generator (No. 3) Exhaust Piping, Renew 1.� SCOPE 1.1 Intent.� This work item describes the requirements for the Contractor to renew section of exhaust piping for the No. 3 Ship Service Diesel Generator (SSDG). 1.2 Government-furnished property. Not Applicable. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences.� The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).� Known interferences include, but are not limited to the following: Piping insulation Piping Catwalk Exhaust water trap Ventilation ducts and expansion joints Exhaust supporting brackets and hangars Exhaust isolation valve Caution Care must be taken during water trap interference removal and reinstallation. Water trap must be supported to prevent damage to the existing expansion joint. 3.2 Welding requirements. �The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740.� Perform dye penetrant or magnetic particle test all new welds.� Submit a CFR. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.3 Operational test, initial. �Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of the equipment listed below to demonstrate existing operational condition. Submit a CFR. SSDG #3 Exhaust Valve 3.4 Pipe assembly renewal. The Contractor must renew the pipe assembly in accordance with Coast Guard Drawing 750-WMSL-259-505 (Detail 40-D). All flange mating surfaces must have a surface finish in accordance with General Notes 29 and 30. 3.5 Structural foundation assembly renewal.� The Contractor must renew the structural foundation assembly in accordance with Coast Guard Drawing 750-WMSL-259-505 (Detail View 34-D).� Deck plate is not required to be renewed. All flange mating surfaces must have a surface finish in accordance with General Notes 28 and 30. 3.6 Exhaust piping renewal. The Contractor must renew the exhaust piping and casing assembly below the 2nd deck leading overboard in accordance with Coast Guard Drawing 750-WMSL-259-019. 3.7 Gasket and hardware renewal. The Contractor must renew all disturbed gaskets and hardware in accordance with Coast Guard Drawings 750-WMSL-259-505 during reinstallation. 3.8 Tightness test.� The Contractor must test the tightness of modified SSDG exhaust system by sealing off all openings and pressurizing the system with air to 15 inches of water gage. Use soap film test to determine the location of any leaks.� The Contractor must not use pressure drop to determine unacceptable leakage. Submit a CFR. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.9 Operational test, post repairs.� After completion of work and in the presence of the Coast Guard Inspector, the Contractor must thoroughly test and demonstrate the equipment listed below to be in satisfactory operating condition. Submit a CFR. SSDG #3 Dock-side operation to check for leaks SSDG #3 Exhaust Valve 3.10 Insulation renewal. �The Contractor must renew damaged insulation as shown on Coast Guard Drawings 750-WMSL-259-505 and 750-WMSL-508-001. �Coat the newly installed insulation system in accordance with SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). 3.11 Touch-up preservation. �The Contractor must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs). 4.� NOTES This section is not applicable to this work item.
