Description: This is a Pre-Solicitation Notice.� This notice does NOT constitute a request for proposal, request for quote or invitation for bid.� Dobbins Air Reserve Base has a requirement for an Indefinite Delivery Indefinite Quantity, (IDIQ) contract for Airfield Rubber Removal and Maintain Markings on the Airfield, Roads and Parking Lots on Dobbins ARB, GA.� This requirement is 100% set-aside for Small Business.� Set-aside is in accordance with FAR 19.502-2. Notice to offerors: funds are not presently available for this project.��No award will be made under this solicitation until funds are made available. The government reserves the right to cancel this solicitation either before or after the closing date. This synopsis is not a sources sought notice; do not contact the contracting office to provide capabilities statements or notice of interest. The successful contractor will be required to furnish all materials, equipment and personnel necessary to, manage and accomplish individual projects at Dobbins ARB, GA in accordance with the project�s specifications and drawings.� All applicable specifications and drawings will be posted as attachments to the solicitation.�A seed project for this contract will be identified at the time of solicitation issuance.� IAW FAR 16.504, the maximum amount for this contract is $1.2M. The Government anticipates the award of one, firm-fixed price, indefinite-delivery/indefinite-quantity (ID/IQ) contract which will consist of one (1) base year, and four (4) one-year option periods to be exercised at the Government's discretion.��The guaranteed minimum award amount for the life of the contract is $100,000.00. The performance periods of delivery/task orders placed under the proposed contract will normally be three to four calendar days with 24 hour jobsite access.��Liquidated damages, if applicable, will be identified on each delivery/task order placed under the proposed contract. The successful contractor will be selected using Lowest Total Price (Base Year plus all Option Years). �Evaluation factors will be set forth in Sections L & M of the solicitation.��Upon award, an initial pre-performance conference will be held at Dobbins ARB, GA. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract.
