- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services: HVAC Technician Services at the Boise VAMC. The Contractor shall furnish all necessary labor, supervision, materials, supplies, tools, equipment and transportation to HVAC Technician Services in accordance with the specifications outlined in this contract. The scope of work is to provide labor of journeyman level technician or technicians who are licensed in the State of Idaho in the HVAC-R trade for the amount of time requested for the maintenance, repair, replacement and/ or demolition of HVAC-R and Mechanical Systems that may include ancillary construction and can include but is not limited to the following: HVAC-R systems Supply, return, and exhaust duct work testing, repair, installation, and demolition Variable Speed Drives repair and replacement (with ABB Drives) Electric motors repair and replacement Fan repair and replacement VAV and CAV box repair, replacement, and tuning Coil cleaning, repair, and replacement AC Compressor repair, replacement, and maintenance HVAC-R electrical work Chiller s repair Dryers, contactors, switches, circuit boards, relays, wire, terminals, disconnects, refrigerants, oils, lubricants, conduit, freeze stat, capacitors, fuses, UV lamps, reversing valve, defrost controls Ice Machines repair and replacement Air Handlers repair and replacement Shafts, bearings, sheaves, belts, filters, frames, skins, doors, hatches, hinges, coils, filter racks, and dampers Actuators Circuit setters Air conditioning, DX Cooling, VRF system repairs Heat pumps repair and replacement Cooling towers repair and replacement Fan coils repair and replacement TAB (testing, adjusting, and air balancing) Filter servicing and cleaning Exhaust fan repairs HVAC-R demolition Walk in Cooler-Freezer/Refrigeration, repair, and replacement Medical refrigerators and freezers repair, and replacement Kitchen refrigeration cabinets and coolers repair, and replacement All trade/craft HVAC-R journeyman are required to be licensed in the state of Idaho to do their trade/craft work must hold a valid certification issued by the state of Idaho in their specialty trade/craft if they are to be dispatched to perform trade/craft work in the HVAC-R field. The prime contractor will provide all required journeyman trade licenses and certifications for the prime contractor and/or any subcontractor s employees. Work may take place during regular business hours, after regular business hours, on weekends, and on federal holidays based on the needs or at the request of the CO, COR, or Management. The Contractor will have two hours to begin work of approved emergency task orders and two working days to begin work of non-emergency task orders however, the contractor will provide sufficiently skilled licensed journeyman capable to work independently and safely without making errors. Work is to be carried out in an expeditious manner without delay to completion once the contract officer sends an award and or notice to proceed to the contractor. The contractor will commit to not changing out journeyman once they have been established and accepted as having sufficient knowledge, skill, and ability to perform all the work listed above for an HVAC-R Journeyman level craftsman. The contractor could be asked to supply one or more licensed HVAC-R Journeyman level craftsmen to perform work 40 hours each week and may be asked to work off hours and overtime as needed to meet the needs of the facility. Federal holidays are: New Year s Day, Martin Luther King Jr. Birthday, Washington s Birthday (Presidents Day), Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, and Christmas Day. The HVAC-R Journeyman who can do the work in this statement will report each day as requested to the FMS-Operations-HVAC Shop Work Leader for work assignments. He/she will also follow all masking guidelines while on campus.
