Description
12805B22Q0308 Temperature Mapping The USDA ARS has a requirement for temperature mapping of the liquid decontamination systems and thermal tissue autoclave vessels and additional investigative studies for modifications of these systems located at the National Bio and Agro-Defense Facility (NBAF) Campus. This contract shall cover service for a period of 180 days Background and Purpose The National Bio and Agro-Defense Facility (NBAF) located at 1980 Denison Avenue, Manhattan, Kansas, is a state-of-the-art biocontainment facility that is designed to support research and diagnostic activities for the purpose of protecting our nation from emerging and foreign animal disease threats. The facility maintains 11 Liquid Decontamination System (LDS) and 4 Thermal Tissue Autoclave (TTA) vessels manufactured by Progressive Recovery, Inc. (PRI). LDS vessels are designed to heat treat effluent waste generated from NBAFs high and maximum containment activities prior to releasing the effluent into the municipal wastewater system. TTA vessels are designed to heat treat and render all animal carcasses generated from NBAFs high and maximum containment activities prior to disposal. NBAF has a need to validate the operational performances for 11 of 11 LDS and 4 of 4 TTA vessels. This will require the placement of temporary monitoring devices and support structures within the vessel to map the temperature profile of the vessel under operating conditions. NBAF also has identified additional needs for 2 investigative studies. The first study is to explore what it will take to modify the software management system that controls the LDS and TTA systems so that it can export data and formal reports suitable for review outside of the PRI proprietary software environment. The second study is to explore what it would take to incorporate additional temperature monitoring locations into the biowells of each of the 11 LDS and 4 TTA PRI manufactured vessels so that it can provide a secondary confirmation for all routine LDS and TTA cook cycles. Qualifications The contractor shall provide written documentation showing the specialists performing work under this SOW are individuals that each have at least 5 years of combined training and experience in the validation of liquid decontamination systems and thermal tissue autoclaves. The contractor must provide proof of training that qualifies the specialists to perform the validation procedures according to an ISO 9000 or similar quality standard. The contractor must provide documentation of robust confined space entry training to ensure the specialists are qualified to safely enter NBAFs LDS and TTA vessels. The contractor shall have experience with the operations and validation of LDS and TTA decontamination systems that support biocontainment facilities, including biosafety level 4 (BSL-4). The contractor must have authorized access to Progressive Recovery Inc. (PRI) proprietary software to make modifications to the software, to include connecting additional monitoring points, tracking, and publishing reports of the cook cycle data.
