- REQUEST FOR INFORMATION:� PA-TAC / HEADQUARTERS SUPPORT CONTRACT The Department of Homeland Security (DHS)/FEMA�s mission is helping people before, during, and after disasters. One of FEMA�s responsibilities is to ensure the effectiveness of emergency response personnel in responding to emergencies and disasters. Types of disasters and emergencies that could happen in the continental United States, as well as outside the continental United States locations include, but are not limited to, hurricanes, floods, earthquakes, cyclones, tornadoes, blizzards, acts of terrorism, tsunamis, and avalanches The Contractor shall provide Technical Specialist support to the Public Assistance (PA) Program and FEMA in the Continental United States (CONUS) and Overseas Continental United States (OCONUS). The PA program is primarily supported by federal employees from all ten FEMA Regions and FEMA Headquarters (HQ), to include Federal Reservist Cadres, Cadre of Response Employees (COREs), and Incident Management (IM) COREs. However, there is a need for professionals (technical in an Advisory and Assistance Services (A&AS) capacity) and non-professional services to support FEMA staff in delivering the PA Program. The PWS requires Program Delivery Manager support personnel to assist the FEMA PA Site Inspection program, and other contractor personnel to support Community Disaster Loan program, PA Appeals, Audits, and Arbitration, and other support personnel as identified in the PWS. �These services are currently (and historically) being provided through contracting services, namely the Public Assistance - Technical Assistance Contracts (PA-TAC). These contracts have been a vital part of the PA program and have allowed FEMA to successfully provide disaster assistance through thousands of states, local government, tribe, and private non-profit PA projects after hundreds of disasters since 1997. The Government request that respondents offer their experience and recommendations on the following RFI questions and issues related to the draft PWS requirements.� Vendor comments may be incorporated and used to develop the final PWS as well as the solicitation.� The NAICS code for this procurement is 541611.
