ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � INTRODUCTION This Sources Sought is a market research tool being used to determine potential and eligible business firms that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. This Sources Sought will also be utilized to determine if any Small Business Set-Aside opportunities exist. The PSC for this requirement is R706 Support � Management: Logistics Support. 541614 Process, Physical Distribution, and Logistics Consulting services, with a small business size of $16.5M. All interested businesses are encouraged to respond, but only those businesses or teaming arrangements that are considered small under 541614 will be considered for small business set-aside decisions. If/When, a solicitation is released; it is anticipated to be synopsized via System for Award Management (SAM), at https://www.sam.gov. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. DESCRIPTION The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to provide logistic support services for the Naval Air Systems Command (NAVAIR), Security Cooperation Program office (SCPO), Sustainment Group, and International Sustainment Department (V45), managed Foreign Military Sales (FMS) programs across all platforms. The NAICS for this requirement is 541614 with a size standard of $16.5M. General Dynamics Information Technology, Inc. of Fairfax, VA under W15QKN-15-D-0001 is currently performing this requirement. W15QKN-15-D-0001 was a competitively awarded Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee and Firm Fixed Price contract. Additional information requests in regards to contract W15QKN-15-D-0001 can be made to the NAVAIR Freedom of Information Act (FOIA) website at https://www.navair.navy.mil/foia/. The intention of this sources sought is for market research purposes pursuant to Federal Regulation (FAR) Par 10. Responses to this sources sought will be utilized to determine the government�s acquisition strategy. It is the Government's intent to have an industry day between July and August to provide details of the requirement, which will be held in Southern Maryland.� REQUIREMENTS This requirement is a follow-on procurement. A draft Solicitation and Performance Work Statement (PWS) is attached for review. The Contract Type is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost-Plus-Fixed Fee/Cost CLINs. The estimated total level of effort is approximately 3,429,120 hours, if all options are exercised.� These services shall be performed on-site at Naval Air Station Patuxent River, MD and off-site at the contractor�s facility, OCONUS and CONUS. The following are examples of anticipated labor categories under this requirement: �Program Manager; Senior/Mid/Junior Program Analyst; Senior/Mid/Junior Management Analyst; Senior/Mid/Junior Logistics Analyst etc. Anticipated period of performance: Base Ordering Period������������ 30 Sep 2024 � 29 Sep 2025 Ordering Period I������������������� 30 Sep 2025 � 29 Sep 2026 Ordering Period II����������������� 30 Sep 2026 � 29 Sep 2027 Ordering Period III���������������� 30 Sep 2027 � 29 Sep 2028 Ordering Period IV���������������� 30 Sep 2028 � 29 Sep 2029 Option to Extend������������������� 30 Sep 2029 � 29 Mar 2030 A DD Form 254 Contract Security Classification Specification will apply to this requirement. The North American Industry Classification System (NAICS) Code utilized for this acquisition is 541614 with a small business Size of $16.5 Million. The Product Service Code (PSC) is R706. In addition to the above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance.� Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business� General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. �If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. Since at least a portion of the resultant contract will be on a cost-type basis, the successful awardees will also be required to have a Government approved accounting system upon contract award. SUBMITTAL INFORMATION It is requested that interested businesses shall submit electronically to the Contract Specialist, Stacey Stone, in Microsoft Word or Portable Document format (PDF) at stacey.l.stone9.civ@us.navy.mil. ��A brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the services listed in the attached PWS.� This documentation must address, at a minimum, the following:� (1) title of the PWS you are applying to; (2) company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; (3) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; (4) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the city specified; (5) management approach to staffing this effort with qualified personnel; (6) statement regarding capability to obtain the required industrial security clearances for personnel.� (7) company�s ability to perform 51% of the work; and (8) company�s ability to begin performance upon contract award. (9) Do you have the capability to handle more than five customers at a time under different ""C"" type contracts or task orders? All responses must include the following information:� Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, Cage code, phone number, and e-mail address. Submissions must be received at the office cited no later than 3:00 p.m. Eastern Standard Time on 11 July 2022. Market research results will assist the Navy in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition.
