- Description
- This Justification for an Exception to Fair Opportunity is on behalf of the Veterans Integrated Services Network (VISN) 12, Veterans Affairs Medical Center (VAMC)- Madison, Wisconsin and will be executed by the Veterans Affairs National Acquisition Center (NAC) located in Hines, Illinois. This activity proposes to issue a sole-source delivery order as a Logical Follow-on against Indefinite Delivery Indefinite Quantity (IDIQ) contract VA797H-17-D-0024 awarded to GE Healthcare to upgrade the existing 1.5T Magnetic Resonance Imaging (MRI) system to the SIGNA Works MR29.1 software. This upgrade will transition the MRI from the SIGNA Artist platform to the latest AIR IQ platform and include additional required software and hardware upgrades. This upgrade consists of numerous hardware and software upgrades. These upgrades include the SIGNA Works MR29.1 software, new coils, and training. The SIGNA Works MR29.1 software will allow for enhanced visualization and provide new technology and clinical application toolkits along with enhanced workflows. This software includes deep learning-based reconstruction to remove noise and ring artifact from the raw scanned data, enhancing the image quality. Set up time will be drastically reduced as the new software automatically detects proper coil technique. The reduced set up and scan times allow for more patients to be scanned a day. The new coils include 16-channel hand-wrist coils and AIR Multi-Purpose (MP) large and medium coils. These coils enhance the patients MRI experience by providing a soft blanket type coil to be placed on a patient instead of the hard plastic coils used today. The advanced MRI software applications training includes on-site and virtual offerings. This training will provide the technologists with the skills and knowledge to effectively use the new toolkits included in this software upgrade.
