Description

NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to EMA Design Automation, 225 Tech Park Dr., Rochester, NY� 14623. This requirement is for the purchase of technical support and yearly software OrCAD maintenance. Support shall provide software updates, patches, and new releases to OrCAD EE Designer (QTY 5), OrCAD PCB Designer Professional with PSpice(R) (Qty 2), OrCAD Capture(R) CIS Option (Qty 7) and OrCAD PCB Designer Professional (Qty 4). Support shall also include access to online knowledge database which provides web access to technical solutions, documentation, and software downloads. OrCAD is a proprietary software suite fully owned by Cadence Design Systems. EMA Design Automation is currently the only company providing OrCAD software support under the Department of Defense (DoD) and is a required source for this purchase. The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly under the authority of FAR 13.106-1(b)(1). This is not a solicitation for competitive quotes. However, if any interested party that can provide this supply, without compromising manufacturing delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot.� A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
