Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Pepscan Presto B.V., Netherlands, for custom synthesis of peptide, to map the epitopes (regions of an antigen) of polyclonal antibodies.� The proposed service includes, synthesis of peptide arrays, incubation of the peptides with samples and detection antibody, development of detection reaction and digitalization of results, regeneration of peptides for further screenings. For the samples of interest, the binding to all peptides will be quantified and analyzed in detail and epitope candidates will be selected. The full technical report will include plots that visualize the binding of all samples to the peptides. This strategy will be used to design antigens that will be used as a vaccine prototype against tick feeding and transmission of tick-borne pathogens. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2133356) to Rita Davis at rita.davis@nih.gov 2:00 pm eastern standard time Friday, July 22, 2022.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
