Description
This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), �Only one responsible source and no other supplies or services will satisfy agency requirements.� The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a Firm-Fixed-Price Sole Source Contract to Wiley & Wilson, Inc to design and construct a General Instruction Building (GIB) to support the (USAWC) at Carlisle Barracks, Pennsylvania. The new academic facility will meet all Army Standards and GIB Standard Design Criteria. The A-E shall provide all necessary services required to continue support to the construction field office during the currently ongoing construction period.� Construction Phase Services: The A-E shall provide 2,000 hours of technical assistance to the Area/Resident Engineer and their staff, as requested by them in writing for the duration of the construction period. These requests will not come from the COR but rather the USACE Construction Division staff. This assistance will include, but not be limited to, the following tasks: Review of submittals; Site visits during construction; Attendance at meetings, which may include the pre-work conference and design progress meetings with the contractor; Responses to requests for information (RFIs) to assist Baltimore District; For projects with stormwater management construction, attend SWM preconstruction meeting and provide on site inspections during SWM installation.� Review the contractor�s interim and final SWM as-built certification submittals prior to their submission to the permitting authority.� Provide comments and/or recommendations to the Area/Resident Engineer for approval or disapproval of these submittals. Reviews of special construction techniques, methods, and procedures and annotate available documentation to provide recommendations for approval or disapproval; Additional design-related services for User-requested changes. Note: The A-E will not be compensated for construction phase support required to correct errors or omissions in the design documents. Technical Assistance shall be task-specific and rendered only after receipt of a written request from the Area/Resident Engineer and their staff. The A-E shall document the effort expended for each Technical Assistance task in the summary of work included with their invoices.
