This is a Sources Sought Notice Only in accordance with Federal Acquisition Regulation (FAR)10.001(a)(3)(i), in order to determine if sources exist, capable of satisfying the agency need, the Government will consider all responses to this sources sought notice. DISCLAIMER: This notice is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. It does not constitute a solicitation (i.e. request for quote, invitation for bid or request for proposal) nor a promised to issue a solicitation in the future.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Further the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� This notice does not commit the U.S. Government to contract for any services.� The U.S. Government will not pay for any information or administrative costs incurred in the response to this notice.� Responses to this notice will not be returned and respondents will not be notified of the result of the review.� Not responding to this notice does not precluded participation in any future solicitation, if one is issued.�� If a solicitation is issued, it will be posted on the government-wide point of entry known as �Contract Opportunities� found on sam.gov at a later day, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. It is the responsibility of potential offerors to monitor the contract opportunities on the beta.sam.gov website for additional information pertaining to this requirement.� This notice does not restrict the Government�s acquisition approach on a future Solicitation. History: Currently covered under the Behavioral Health/ Traumatic Brain Injury BH/TBI IDIQ contract are the U.S. Air Forces in Europe (USAFE) treatment facilities in Germany, Italy, Belgium and the United Kingdom as well as the Landstuhl Regional Medical Center (LRMC), Installation Management Command Directorate � Europe (IMCOM), and U.S. Army Medical Activity, Bavaria (MEDDAC-B) supporting outlying U.S. Army Health Centers throughout Germany, Belgium, and Vicenza, Italy.� Anticipated to be included is the support of the Navy will be included at Rota, Spain as well as Naples and Sigonella, Italy as well as any other locations identified during coordination with all Medical Treatment Facilities (MTFs) in Europe and potentially the AFRICOM and CENTCOM Areas of Responsibilities (AOR). Objective: This acquisition is for the procurement of commercial personal and non-personal Medical Services in accordance with FAR part 37, Service Contracting, for the follow-on Behavioral Health and Traumatic Brain Injury medical support contract (BH/TBI) Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) to support the DoD European Region Healthcare missions. Healthcare worker (HCW) services under this contract will support Army, Air Force (USAFE) and Navy Medical Treatment Facilities in patient care, treatment and other services. RHCO-E intents to issue single award IDIQ contract. �Contractors will provide certified & licensed HCW for independent practice as full time equivalent (FTE�s) in personal and non-personal service capacity at MTFs throughout the European footprint, with the capability to have HCWs also enter AFRICOM and CENTCOM AOR. Contract Type: The new contract maybe be a Firm, Fixed-Price (FFP), IDIQ SATOC using FAR Part 15 Contracting by negotiation. The resultant contract awarded from this solicitation will constitute IDIQ type contract as defined in FAR 16.504.� Task orders will be awarded against the basic IDIQ contract. Contract Capacity: The total estimated contract capacity is not to exceed $100,000,000. The Government reserves the right to move unused capacity between contract line item numbers (CLINs) and performance periods as required by operational necessity. The Government intends to award a five-year ordering IDIQ contract with Option to Extend Services. The Government may exercise an option under contract clause 52.217-8, Option to Extend Services, for up to an additional six (6) months, for a total contract duration not to exceed of 66 months.� The minimum guarantee will be $10,000 and this amount will be applicable to the base period only. Ordering Office: The main ordering office will be the RHCO-E office. There will be ordering authority granted to the USAFE CONS supporting MTFs in Europe, as well as Navy contract offices as necessary to provide centrally managed, region wide contracting support for HCP services. Additional Considerations: Positions on this contract for Germany and Italy are classified under Article 72 and Article 73 of the Supplementary Agreement to the Status of Forces Agreement (SOFA) as Troop Care and are, therefore, authorized status accreditation under the SOFA.� Individuals considered under this contract are certified professional healthcare workers (HCW) and as such, are not necessarily available in a local pool of candidates. While recruitment of those candidates may be accomplished in the local area of an MTF, the recruitment of qualified professionals will be conducted by each holder of the contract anywhere they deem necessary. Other costs that will be contemplated during the new solicitation include Relocation expenses, DoDDS Schooling reimbursement for eligible HCPs and per diem/ TDY costs for traveling HCWs within the region. Capabilities Sought:� The anticipated North American Industry Classification System (NAICS) code is: 621112, Offices of Physicians, Mental Health Specialists. The Product Service Codes (PSC) are within Q200 through Q500 series. Contract timelines: �Based on the burn rate and desire to control pricing better to leverage buying power across the region, the target award date for the IDIQ SATOC is 1st Quarter of FY23. This will provide a transition planning timeline to shift task order awards to the new contract for continuation of services. The shift of HCWs on task orders from the current contract to the new IDIQ will be managed at the MTF level based on expiration of task orders with start dates options placed on task orders coinciding with completion dates of old task orders. Industry Response Request for Market Research: This is not a solicitation, and will not result in a contract award. No proposals are requested at this time. This is a sources sought for Industry interest in order to establish Market Research for acquisition planning purposes only. The Government desires that respondents offer their experience and recommendations on the following questions and issues related to the procurement of commercial personal and non-personal health care worker services in support of MEDCOM Europe. We recommend that you first review the �draft� Performance Work Statement (PWS) so that you may have a better insight on the questions below. � Does your company have standard commercial rates utilized for personal and non personal health care workers under Behavioral and Traumatic Brain Injury services? �If not, are you aware of other companies that have commercial rates for these types of services? If so, please explain. Do you have past performance, within the past 3 years, for similar services in this PWS at multiple geographically dispersed OCONUS locations of similar magnitude? If so, please provide the following information for each relevant contract: (1) name of your customer; (2) contract number; (3) contract start date; (4) contract length; (5) total dollar value for all periods; and (6) place of performance; (7) type of labor categories; and (8) a brief description of services. What is your company�s average revenue for the past 3 years? Does your company currently possess adequate resources or the ability to obtain adequate resources to support all of the required locations? If so, please describe your capabilities. Discuss any concerns, comments or recommendations you may have with the attached �draft� PWS or any related Attachments/Exhibits. Please reference the applicable PWS paragraph numbers with each comment. Do you foresee any recruitment, staffing or placement issues considering �the healthcare market segments and the extensive OCONUS geographically dispersed areas? What Agencies do you have experience working with? (DoD, Air Force, Space Force, Army, DHA, Navy, US Coast Guard, Other (please list the agency) and in what OCONUS locations? How does your company plan on meeting critical performances objectives which are but not limited to: overall fill rate; on-time fill rate; turnover rate; replenish rate; and adequate program management oversight, responsiveness. Request for Capability Statement: Respondents to this notice are requested to describe their interest and ability/capability to perform the health care worker services in accordance with the draft PWS enclosed with this notice by submitting a capability statement. Responses should contain: your Company Name, Address, Point of Contact, Phone Number, Email Address and Unique Entity ID. Please submit all responses through e-mail to both point of contact identified in the section below. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of ten (10) pages (excluding price lists or catalogs). Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted by e-mail to the POC listed below no later than 12:00 PM CENTRAL EUROPEAN TIME (CET), Monday, 08 August 2022. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.� Questions and input are encouraged in your responses to consider in acquisition planning.
