Description
INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses and large businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The CNIC N6 is seeking information for potential sources for the performance of duties as the Prime Contractor Program Management Office (PMO), performing the development and support for one contiguous Navy Enterprise Mission Network for the purposes of CNIC Mission IT requirements.� The development and support for the Navy Enterprise Mission Network requires a continuous level of effort of IT processes.� The contractor will not be physically performing emergency management nor physical security duties under the scope of the contract.� Duties are initial IT incident response and notification, network design, management, sustainment, documentation, cyber security, project management, material handling and logistics, integration, and field support.� The contractor will ensure that the Enterprise Mission Network maintains 99.95% network availability in 9 Navy Regions with 165 specific fence lines and roughly 3000 managed network devices 24/7/365. Tenant systems and capabilities are architectures which will be supported by the Prime Contractor PMO.� CNIC N6 will provide Navy policy guidance. The contractor will provide program, project, and technical specialties required by PWS.� The tenant architectures require the Wide Area Network (WAN) transport of the Enterprise Mission Network and are not engineering efforts or projects to be executed by the Contractor.� They are tasks and projects run by integrators, and the Enterprise Mission Network PMO determines the best way to move those architectures� data across the CNIC Enterprise Mission Network.� Efforts are generally voice/video/data/application transport specific.� Core Tenants supported are as follows: Public Safety / Emergency Management / Anti-Terrorism & Force Protection � there are 11 systems that currently rely on WAN from the Enterprise Mission Network.� These span functions from Perimeter Access Control, Enclave Access Control, Command, Control, Communication, Computers, and Intelligence (C4I) applications providing one common picture, Command and Control (C2) for counter small drone, 911 dispatch, alarm management, and Land Mobile Radio (LMR) voice/data. CNIC Service Delivery Points (SDPs) � these are the Enterprise Data Centers for on premise systems and infrastructure, cloud ingress/egress, Security Information and Event Management (SIEM). NAVFAC CIO � is responsible for security and securing of facility related control systems and critical infrastructure ashore.� The Enterprise Mission Network is the connective fabric between the Navy installation and the region C2.� USMC � Marine Corps Installations Command (MCICOM) gains support from the Enterprise Mission Network to support their LMR voice/data, 911 dispatch, alarms management, facility related control systems and critical infrastructure. The Anticipated period of performance will begin in January 2023 with a base year plus four 12-month options. Work will be performed at various contractor sites CONUS and OCONUS, and at a Washington Navy Yard.� �The required tasks may be performed on Government sites to include all CONUS CNIC Regions (7), as well as several OCONUS locations; Navy Region EURAFSWA area of responsibility (AOR), Commander Navy Region Far East Area of Responsibility (AOR), Commander Navy Region Marianas AOR, and Commander Navy Region Hawaii AOR.� 70 Navy installations, with approximately 142 individual Navy fence lines, will be supported. Additionally, 20 U.S. Marine Corps bases will be supported. Additional locations may be added, for example, but not limited to, in support of emergency management. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC1028-19-F-0097 Contract Type: FFP Incumbent and their size: ECS Federal, LLC/Large Business Method of previous acquisition: CIO-SP3/Full and Open Period of performance:� Jan 2019- Jan 2023 This task order provides enterprise program management oversight, enterprise IT management, solutions architecture, network/systems engineering & operations, software development, cyber security, and global field deployment capabilities to the CNIC HQ, N61 C3P Ashore program and CNIC Enterprise Mission Network. REQUIRED CAPABILITIES: Experience in full lifecycle support of global DoD network transport environments of similar size and scope of operations as the CNIC Enterprise Mission Network.�� Describe and provide an example of your company�s experience in transport services, network operations, IT service management, cloud computing services, system/network integrations, and user support.� Capable of operating a 24/7/365 Network Operations Center (NOC) to support global network availability and detect, identify, and provide Tier I triage within two hours, provide Tier II/III issue resolution to location in 24 hours.� The NOC is the single entry and delivery point for the provisioning of end user support, The NOC services are crucial in enabling CNIC to operate the network as a mission platform.� Describe and provide an example of your company�s experience in managing, monitoring of day-to-day network, maintenance of the network and associated services, remote management of devices, handling of incidents, problems, and service request. Experience and knowledge supporting and integrating Land Mobile Radio Systems from major commercial vendors (e.g., Motorola and Harris) on a global level.� Describe and provide an example of your company�s experience in supporting and integrating ELMR system to provide, reliable, mission-critical voice communications in a variety of environments, scenarios, emergencies, and the ability to communicate across agencies on a global level. Experience deploying staff concurrently to perform technical subject matter expert network services both continental U.S. (CONUS) and outside the continental U.S. (OCONUS) with multiple teams deployed.� Describe and provide an example of your company�s experience with deploying staff both CONUS and OCONUS and how you will provide continuous support.� Perform touch labor on duty or on call, on site deployment/installation and maintenance of network devices for current or future remote sites to include WAN connectivity.� Knowledge about software development incorporating geospatial data utilizing a Capability Maturity Model Integration (CMMI) Level 3 development process in a classified computing environment specifically Non-classified Internet Protocol Router Network (NIPRNet) and Secret Internet Protocol Router Network (SIPRNet).� Describe and provide an example of your company�s experience in designing documentation, programming, testing and ongoing maintenance of a software deliverable in a NIPRNet and SIPRNet environment while incorporating geospatial data utilizing a CMMI Level 3 development process.� Experience obtaining and maintaining Authorizations to Operate (ATO) under the DoD Risk Management Framework (RMF) for High Availability transport networks of similar size and complexity as CNIC�s Enterprise Mission Network.� Describe and provide an example of your company�s experience in the Risk Management Framework process to integrate security, privacy, and cyber risk management activities into the system development life cycle for mission network. Knowledge and ability in developing and administering a full change management process for a global enterprise network environment Experience navigating Navy IT Policy and extensive knowledge of the Navy Ashore Mission (Base Operating Support to Navy Regions and Installations).� Describe and provide an example of your company�s experience in change management process, the impact of the change, change request, change strategy, execution of change and establishing of new baseline. Describe and provide an example of your company�s experience in navigating Navy IT Policy and knowledge of the Navy Ashore Mission (Base Operating Support to Navy Regions and Installation). Industry traditionally sells the supply and services through a firm-fixed-price contract determined by a basis of estimate for level of effort necessary to perform the scope of work outlined in the Performance Work Statement in each Period of Performance. SPECIAL REQUIREMENTS All staff must hold a secret clearance to perform on contract In accordance with Department of Defense (DoD) Regulation 5200.2-R, Personnel Security Programs, all DoD Contractor personnel who have access to federally controlled information systems must be assigned to positions which are designated at one of three IT levels, each requiring a certain level of investigation and clearance, as follows: Critical Sensitive=IT-I for an IT position requiring a single scope background investigation (SSBI=T5) or SSBI equivalent. This designation encompasses privileged user accounts for networks and systems encompassed under this PWS, often referred to as ""administrator"" or ""sys admin"" accounts. Non-Critical Sensitive =IT-II for an IT position requiring a National Agency check with Law and Credit (NACLC=T3) or NACLC equivalent; and Non-Sensitive =IT-III for an IT position requiring a (NACI=T1) or equivalent DoDD 8140.01 certified workforce supporting operating environments at a minimum of Navy Risk Management Framework Experience supporting a High Availability Mission Network All personnel must be capable of gaining cyber workforce certifications (IAW DoDD 8140.01) commensurate with their role. Program management personnel must hold a Program Management Professional (PMP) certification ISO 9001, 20000, and 27000 certifications are required Minimum Cybersecurity Maturity Model Certification (CMMC) Level 3 certification is also preferred but not mandated until 2025 Must be at least a Capability Maturity Model Integration (CMMI) Level 3 certified software development organization SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 541519, with the corresponding size standard of $30M. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
