- SDD has placed the technology responsibilities associated with the System Development Lifecycle (SDLC) for Military Health System (MHS) capabilities upon TSB. TSB fulfills this responsibility by executing the technology lifecycle activities through the following ten (10) core domains: 1. Configuration Management (CM): Software configurations are continuously changed throughout a system lifecycle. These changes are implemented through releases with the objective of improving system performance, system functionality, or implementing regulatory compliance. To ensure these releases are implemented in measured manner, CM�s mission in accordance with the International Organization for Standardization (ISO) 15288 is to manage and control systems elements and configurations over the system lifecycle. CM manages the consistency between the product and its associated configuration definition. 2. Cyber Security (CS): SDD�s mission is to develop, integrate, and sustain solutions that supports the delivery of health care to our service members from the battlefield to the home front. With an increased reliance upon technology to achieve this mission, the medical information enterprise is constantly at risk from cybercriminals. To defend against this ever-present threat, CS�s mission is to secure SDD�s portfolio of technology by facilitating the collaborative development and implementation of solutions and best practices to the ever-preset cybersecurity challenges. 3. Digital Transformation Center (DTC): The DTC was established in 2021 as a positive disruptor with the mission to modernize the development, administration, and delivery of functional capabilities through digital platform adoption. These digital platforms promote the usage of shared, interoperable, and reusable common IT services/tooling that influence the obliteration of developing system capability in a siloed IT system model. Through the DTC, SDD�s vision of delivering capability in a rationalized, optimized, consolidated, and modernized (ROCM) methodology shall be achieved. 4. Systems Engineering - Software Engineering (SE): SDD�s system portfolio contains a wide variety of software in terms of purpose, domain of application, complexity, size, novelty, adaptability, quantities, locations, life spans, and evolution. This volume of diversity demands a robust system engineering domain to ensure project success. System engineering as defined by the ISO 15288 is a multidisciplinary, common-sense approach that enables the realization of successful systems. System engineering�s multidisciplinary approach considers all areas of engineering. Software engineering is one of those domain areas that TSB delivers to support the Program Management Offices (PMOs) and Branches. SE�s mission is to apply and execute the technical management and technical software lifecycle processes aligned to the ISO 15288 to ensure software systems are designed and developed to provide products or services for the benefit of users and other stakeholders. 5. Evolutionary Architecture and Design (EAD): EAD was established in 2021 to respond to the constantly shifting software development ecosystem. Despite our best efforts, procuring, developing, or configuring software that aligns to modern software architectures has become difficult. As a result, software becomes increasingly difficult to evolve as functional capability evolves. Since we can�t circumvent the evolution of modern software development ecosystem nor can we cease the constant evolving functional requirements, we need to ensure our software architectures are designed to be evolvable. EAD�s mission is to establish a modern, digital software architecture roadmap that aligns to relevant and modern software development ecosystems and architectures that consist of tooling, frameworks, programming languages, libraries, platforms, and best practices. This software architecture shall establish the technology standards that functional capability will be developed against. 6. Operations Support Center (OSC): SDD�s operations management practices are diverse and complex. This is a consequence of systems and programs transitioning into SDD over the past few years. The lack of uniformity creates varying processes, which in turn generates inefficiencies and complexity. The inefficiencies and complexities have created siloed operations teams performing operations management functions for PMOs based upon siloed processes. The mission of the OSC is to create a centralized operations support center that shall establish and perform operations management practices in alignment with ITIL v4 General Management Practices, Service Management Practices, and Technical Management Practices consistently across the SDD portfolio. 7. Information Technology Lifecycle Management (ITLM): Previously referred to as Software Asset Management (SAM), this domain was established in 2020 to support aspects of the procurement lifecycle of a system. These aspects included software procurements, software maintenance renewals, and software compliance. Over time, the mission of SAM grew beyond software management. It expanded to managing the entire asset lifecycle of all components that supported the manufacturing of a system including the formation of acquisition strategies that support rationalized, optimized, and consolidated procurements with the intent to achieve efficient and better buying power for SDD. 8. Solution Architecture (SA): SA defines and foresees multiple aspects of a business solution, at both the strategic and tactical perspectives. It covers all aspects of a system to include system hosting, network security, compliance requirements, system operation, cost, and reliability. The mission of SA shall be to assist the DTC and SE in designing solutions to align to the needs and goals of the organization while ensuring DoD/DHA policies/instructions/directives are followed . 9. Application Support (AS): While SDD is the process of transitioning and modernizing siloed IT systems to utilize shared platforms under the purview of the DTC, soiled IT solutions within the portfolio will require technical support and administration. AS�s mission is to provides this support (i.e., system/application administration) to ensure that these legacy siloed IT applications remain operational, functional, and cyber compliant. 10. Code Maintenance (Code MX): Functional enhancements, technical architecture upgrades, or defect remediation in the form System Change Requests (SCRs) for existing siloed IT systems is an ongoing occurrence in the operations and maintenance phase of the system development lifecycle. As such, Code Mx�s mission is to execute the implementation and development of these SCRs in alignment with the SE�s development strategy. The scope of TLS focuses on delivering eight (8) of the ten (10) core domains: CM, DTC, SE, EAD, OSC, ITLM, SA, and AS to the PMOs and Branches affiliated with SDD. Domains CS and Code MX are not included. �The eight (8) core domains assist in designing, analyzing, developing, sustaining, maintaining, and managing the technology outcomes and activities necessary to deliver usable capability for the MHS functional community and stakeholders. There is NO solicitation currently. This request for capability information does NOT constitute a Request for Proposal (RFP). Submission of any information in response to this market survey is purely voluntary. The information will be reviewed, and contract clients may be contacted to verify accuracy of submitted information. Not responding to this notice does not preclude participation in any future RFP, if any is issued.
