- Page 2 of 2 DEPARTMENT OF VETERANS AFFAIRS Office of Procurement, Acquisition and Logistics (OPAL) Strategic Acquisition Center (SAC) 5202 Presidents Ct, Suite 103 Frederick, MD 21703 NOTICE OF INTENT TO SOLE SOURCE Proposed Solicitation Number: 36C10X22Q0197 Product Service Code: T001 Contractor: StratComm, Inc Anticipated Award Date: August 1, 2022 Brief Description of Services: The contractor shall provide non-personal support services to the Department of Veterans Affairs (VA) Veterans Health Administration (VHA). The contractor shall assist with developing new materials to increase awareness of Pre-Exposure Prophylaxis (PrEP) among Veterans. These materials shall be uniform, attributing to one campaign and the key message surrounding PrEP. Activities are associated with project management support; obtaining stock photos with proper licensing for materials; and developing messaging and creative products for VA and VA facilities to use on social media and within hospital settings and require a contractor with working knowledge and expertise of the required creative, graphic, design, and project management experience. Reason for Sole Source: In accordance with Federal Acquisition Regulation (FAR) 6.302-5, this activity proposes to make a non-competitive award (sole source) to StratComm, Inc, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for the procurement of VA HIV PrEP Awareness Materials. In accordance with Public Law 109-461, codified at 38 USC ยง 8127, in order to increase contracting opportunities for small business concerns owned and controlled by veterans and small business concerns owned and controlled by veterans with service-connected disabilities, Contracting Officers of the VA are given specific statutory authority to award a contract to a small business concern owned and controlled by veterans using procedures other than competitive procedures (i.e. a sole source contract). The Contracting Officer may do so in accordance with VAAR 819.7007 if the following criteria are met: such concern is determined to be a responsible source with respect to performance of such contract opportunity; the anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in section 134 of title 41) but will not exceed $5,000,000; and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. In accordance with FAR 5.203(a)(1) the contracting officer has determined that a shorter period for issuance of this announcement is warranted. In accordance with FAR 6.305(a) the justification supporting this action will be made publicly available within 14 days after contract award.
