- The US Army Corps of Engineers, Walla Walla District is seeking sources for a comprehensive network survey to catalog current data and telephonic networks, identify existing issues with the quality of service, review network device configurations and topologies. There is a need for subject matter experts to provide recommendations to mitigate existing problems, optimize network operations, and forecast upgrades to future network technologies. Hardware that will need to be surveyed, includes routers, network switches, network cabling, wireless access points (WAPs), voice gateways and various network appliances. Coordination with site POC�s will be requires at each field office, to provide access to network closets, cabinets, and server rooms. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 541512 and the associated small business size standard is $27.5M. Mission Requirements:� To complete an in-depth network survey, including cataloging current hardware, identifying issues, and providing recommendations to mitigate problems while optimizing network performance, the contractor shall: Provide qualified personnel with: Experience in VoIP communications. Ability to analyze networked data and voice Quality of Service (QoS). Demonstrated practical knowledge and experience with designing network architecture to include structured cabling systems, local area and wide area networking, and telecommunications systems. Expert ability to apply knowledge of systems analysis and design methodologies. Experience with integration project planning and implementation. Ability to develop reports and documentation.� Ability to communicate technically and simply, both orally and in writing, with customers, communities of practice, peers, and stakeholders. Experience reviewing and optimizing Cisco network device configurations Testing Equipment: The contractor will be responsible for providing equipment that is suited to quantifiably measure the functionality, throughput, network redundancy, QoS of all Army Corps� network equipment, including network cables, switches, routers, voice gateways, security appliances, and WAPs, as well as all card related peripherals associated with these devices (Foreign Exchange Office (FXO) ports, Foreign Exchange Subscriber (FXS) ports, etc.). At a minimum, testing equipment must be suitable for: Ethernet testing - Contractor shall perform wire map, length, attenuation, near-end crosswalk, DC loop resistance and return loss testing.� Fiber Testing - Tests shall be performed according to the latest TIA/EIA 526 testing standard for optical power loss in fiber cables.� Unless stated otherwise, tests shall be performed from both ends of each fiber optic cable.� The method used shall be documented.�� Visual inspection of connectors for scratches, pits, or chips. The fiber optic cable shall be re-terminated if any of these conditions exist. Continuity testing to determine that the fiber routing and/or polarization are correct, and the documentation is proper. End-to-end insertion loss using an OLTS power meter and source.� Total loss should be less than the calculated maximum loss for the cable based on loss budget calculations using the appropriate standards. Optical time domain reflectometer (OTDR) testing for all fiber optic cable runs with splices.� OTDR testing should only be performed by trained and experienced personnel using certified equipment designed for OTDR testing. Wireless 2.4 GHz and 5 GHz WiFi mapping and connectivity testing. This is not a solicitation. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. Firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement.
