NSWC Crane Synopsis Template N0016422CB006 � SOLE SOURCE � ENGINEERING SUPPORT SERVICES FOR PEO IWS 2.0 � PSC R425 � NAICS 541330 Issue Date: 15 July 2022 � Closing Date: 29 July 2022 � Time 14:00 Eastern ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Engineering Support Services for PEO IWS 2.0. In accordance with the Statement of Work, tasks include providing a full range of Engineering, Technical, and Professional Support Services across the PEO IWS 2.0 programs in the areas of Program Management, Engineering, and Test and Evaluation. The proposed Cost-Plus-Fixed-Fee (CPFF) contract action is for the services for which the Government intends to solicit and negotiate with one source, Systems Planning and Analysis, Incorporated (SPA), 2001 N. Beauregard Street, Suite 100, Alexandria, Virginia 22311-1748, under the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. This is being sole sourced because of the unacceptable lapse in engineering support services. Any interruption in support services for PEO IWS 2.0 would negatively affect mission readiness, quality of life for U.S. Navy sailors and their families, and long-term costs to the taxpayer. SPA is the only vendor capable of continuing to provide the Navy uninterrupted engineering support services throughout the proposed one hundred and eighty-three (183) day Period of Performance. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
