- Description
- This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Unger Designs, LLC, Hillsboro, OR for design and manufacturing services as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Unger Designs, LLC is, to the USGS' knowledge, the only source who can provide follow-on services to a previously awarded contract in order to finalize the prototype multi-GAS instrument and implement design changes, manufacture components, edit documentation, and assemble final instruments The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541330, Engineering Services. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 08/01/2022 1500 ED. Responses submitted by hardcopy shall not be accepted or considered. STATEMENT OF WORK Design and manufacturing services to refine the design of proprietary USGS portable multi-GAS volcanic gas monitoring instruments, produce one 'version 2' (v2) prototype, and modify an existing version 1 (v1) prototype to meet the refined v2 design standard. CHANGES: � Rotate entire chassis layout 180 degrees to place sample in and sample out near the handle. � Design, manufacture, and add a small sheet metal clamp to secure the pump. � Add an external LED wired to terminals 7 (5vdc) and 8 (gnd) on the PP Systems SBA-5 connector. � Add IP68 power switch to connect battery to system. � Implement USGS proprietary controltek power distribution module. � Design aluminum exterior plate with mounting locations for 'sample in' polypropylene gas bulkhead, LED indicator (3.2.3), and on/off switch (3.2.4). Plate will be 'signal green' and similar in spirit to the plate on the exterior of the multigas station. Front Panel will be 'signal green' or similar to color from Front Panel Express. The gas bulkhead will be labeled 'SAMPLE IN', the LED will be labeled 'READY' and the on/off switch will be labeled 'POWER'. The labels will be above the bulkhead/LED/buttons on the plate. � Drill out the inside of the polypropylene gas bulkheads with a 17/64"" bit and pass the tubing through using the exterior compression fitting as a cord grip. � Design small aluminum chassis for mounting the Controltek power board and GPS on the lid of the pelican box. � Documentation to illustrate versioning and change management. A document and information illustrating how to address changes when needed. Include 1 day visit to go over all documentation and handling of documentation. � LAYOUT DESIGN Take the design from v1 and add the design changes presented above. DELIVERABLES: � CAD for design changes. � DOCUMENTATION: Create drawings/documentation for production of the systems as well as maintenance and troubleshooting. � Drawings and applicable documentation in .pdf format � UPGRADE V1 prototype portable multi-GAS. Upgrade the previous sample to match the new V2 design. Complete ready to ship portable unit to V2 standard. � PRODUCE 1 NEW VERSION OF V2: Build up one portable unit with all changes as illustrated above. Complete ready to ship Portable unit. SPECIAL CONSIDERATIONS: Data Rights, Safety, Environment: Intellectual Property. All existing or developed designs, engineering, circuit packaging, controlling software, Intellectual Property Rights including Copyrights and Invention and all other information and work products relating to and involved in the design (engineering), development and manufacture of the contracted product or service is the property of the U.S Geological Survey upon receipt of final payment. Disclosure of Manufacturing Design. The Contractor including its agents, officer and employees hereby agree not to release, share, transfer, sell or disclose any information (except information necessary to the extent to accomplish said development in a timely manner), trade secrets, processes of manufacturing and design engineering, to any person, company, organization or educational institution without first obtaining an executing written permission from USGS as any and all such information is the exclusive property of the USGS/U.S. Government
