Description
This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.106-1(b)(1)(i)): Only one source reasonably available, as the unique supplies and incidental services are only available from one source and awarding to any other source would not fulfill the agency�s requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to satisfy the requirement described. The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 820 Chandler Street, Fort Detrick, MD on behalf of the US Army Institute of Surgical Research (USAISR), intends to award a sole source firm fixed price contract to Key Solutions, Inc. to provide a commercial Veterinary Information Management Software (VIMS) system, including the Institutional Animal Care and Use Committee (IACUC) software module, Laboratory Animal Research Software (LARS) module, Laboratory Animal Health Software (LAHS) module, and Post-Approval Monitoring software (PAM) module. This procurement include license fees, installation and configuration, one-year of annual maintenance, training and data migration, as well as an option for one-year of annual maintenance. �The anticipated award date is 30 September 2022. Required Capabilities The VIMS must have the�Minimum Essential Characteristics�(MECs) listed in Attachment 1. The VIMS must have the capability to provide the USAISR with the ability to accurately account for all aspects of laboratory animal use and research in order to remain in compliance with federal and DoD requirements regarding animal health and welfare; Animal Welfare Act (7 USC 2143 and 9 CFR Paragraph 2.36) and DODI 3216.01. Key requirements of the VIMS include the following capabilities:� single source sign on (CAC enabled), properly track animal movement (transfers/orders), protocol usage, scheduling, track all animal patient treatments/results/outcomes and collect data to improve accountability of personnel time and Class VIII medical supply costs, create transfer requests, animal billing (per diem, procedural & supplies), track changes to selected pre-approved animal procedure(s), build/manage procedure calendar, build electronic medical/health record (EMR), create and manage outbreak(s), generate study reports and annual reports (i.e. USDA report). Eligibility The applicable North American Industry Classification System (NAICS) code for this requirement is 511210 � Software Publishers. The Product Service Code (PSC) is 7H20 - IT and Telecom - Platform Products: Database, Mainframe, Middleware (HW, Perpetual License Software). Submission Details If a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide a VIMS system with all required capabilities and MECs provided in Attachment 1. Responses should appear on company letterhead and include affirmation of active registration in the System of Award Management (SAM) �and indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses shall be submitted via email to tara.j.borntreger.civ@mail.mil and jeremy.l.mcmurry.civ@mail.mil in either Microsoft Word or Portable Document Format (PDF) no later than 5:00 PM Eastern Standard Time on 30 July 2022 and reference this Notice ID number in the subject line of your e-mail and on all enclosed documents. All data received in response to this Notice of Intent that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Responses to this notice will be used to determine the availability of this type of product and/or service. All responsible sources may respond to this notice and all responses will be considered by the agency. Information and materials submitted in response to this request WILL NOT be returned.�
