Update 15 July 2022:�The purpose of this update is to replace the previously published 'SCSRS PWS_Draft' with 'SCSRS PWS_Draft_v2'. This update also changes the due date for responses to 8 AUG 2022, as reflected in the General Information Section of this notice. **************************************************************************** Update 15 July 2022:� The Washington Headquarters Services (WHS), on behalf of the Department of Defense (DoD), is seeking information from industry regarding potential upcoming requirements for the Office of the Deputy Assistant Secretary of Defense for Environment and Energy Resilience. THIS IS A COMBINED SOURCES SOUGHT/REQEUST FOR INFORMATION (RFI) NOTICE �FOR MARKET RESEARCH PURPOSES ONLY. THIS DOES NOT COMMIT THE DOD TO CONTRACT FOR ANY SUPPLY OR SERVICE WHATSOEVER. NO SOLICITATION IS AVAILABLE AT THIS TIME.� Through this notice, WHS would like to: 1) learn about the range of potential commercial services providers capable of performing the effort described herein; 2) provide early exposure to industry of the Department�s evolving requirement; and, 3) afford industry an opportunity to offer comments or pose questions regarding any element of the draft performance work statement or any future solicitation considerations. While industry is reviewing this draft, the Department will continue to assess its overall requirement. It is important that the Department is crafting a requirement that best fits its interests, and is not seeking to tailor that requirement to your particular business practice. However, your thoughts and suggestions remain critical to understanding any ambiguity, feasibility, and/or viability of the depicted requirement. If your firm has interest and believes that you have the capability and are qualified to meet the Department�s requirement, please respond to this notice by submitting a capability package. If at least two qualified small businesses are identified during this market research stage, any competitive procurement that may result may be conducted as a small business set-aside. �The preliminary North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services (Small Business Size Standard: $16.5M) is being used to define small businesses at this time.� Small Disadvantaged Business (SDB), 8(a) Certified Small Businesses, Historically Underutilized Business Zone (HUBZone) Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman-Owned Small Businesses (WOSB)) are encouraged to submit capabilities narratives.� Although it is not mandatory, interested parties are highly encouraged to return the capability package described in PART 2 - GUIDELINES FOR SOURCES SOUGHT CAPABILITY PACKAGE of the attached �GHG Request for Information v2� document. Questions or comments pertaining to the SCSRS draft performance work statement or any other procurement related activity shall be submitted via the enclosed �SCSRS Comment Matrix�, posted as an attachment, which includes detailed instructions and format for the submission. Any feedback not associated with the capability package shall use the �SCSRS Comment Matrix� and must be submitted via email to earl.e.anderson51.civ@mail.mil no later than the due date shown on this notice. Overview: This is a new program and there are no existing contracts. DoD Strategic Climate Sustainability and Resilience Services (SCSRS). The Department of Defense requires a strategic partner and advisor capable of providing sophisticated data analysis and architecture, as well as guiding selected strategic initiatives, communications and organizational change efforts, all to support the Department�s Net-Zero transition. The DoD SCSRS Contract will emphasize mitigation and reduction of Greenhouse Gases across DoD, optimize Enterprise data reporting and management structures, and improve upon sustainable practices for the Department�s purchasing, as well as its use of resources. �This tool will compliment sustainability and mission resilience across the services.� Scope of Effort: The scope of this effort covers the broad range of contract services detailed in the attached SCSRS draft performance work statement. The intent is to understand both the art of the possible as well as current industry trends in the acquisition of environmental consulting services. � Industry Meetings: DoD representatives may choose to meet with potential offerors and hold one-on-one meetings.� Such conversations would only be intended to obtain further clarification of potential capability to meet requirements and to obtain further information to better inform the development of a potential solicitation. Disclaimer: This notice is not a Request for Proposals/Quotes and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals/quotes nor will any award be made as a result of this notice. It is the Department�s intent to have full accountability of the Greenhouse Gas (GHG) Emissions in its supply chain using science based verifiable methods for defining emissions disclosure data, develop and implementation and disclosure requirements for DoD work that encourage supply chain emissions reductions, and define goals for each sector to reducing GHG in its supply chain and reach net zero by 2050.� Scope of Effort: The scope of this effort covers the broad range of contract services and processes that support Scope 3 Supply Chain emissions for DoD and its mission partners as detailed in the attached draft performance work statement.
