- Special Notice: The United States Air Force, Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), Positioning, Navigation, and Timing (PNT) Program Office (PO) AFLCMC/WNY, Robins Air Force Base, GA, would like to host interested potential vendors in an Industry Exchange on 16-17 August 2022 for Software Defined User Equipment (SDUE), Soteria, and the Resilient-EGI (R-EGI) programs in order to obtain insight from our industry partners concerning their input into our draft Interface Control Document (ICD) and the R-EGI production plans described in the R-EGI production Request for Information (RFI). Private companies, Federally Funded Research and Development Center�s (FFRDCs), & University Affiliated Research and Development Centers (UARCs) are encouraged to attend. The Government would like to solicit feedback from industry on any area of the ICD which the potential vendor believes could be improved to provide mutually beneficial results. As the team is planning its strategy and schedule for a future Program of Record, it is believed that input from industry would provide valuable information, both on practices occurring in industry and those, which various industries have found beneficial. �This event will occur at the Wright Brothers Institute � Tec^Edge for the first day and at the Riverside Research facilities in Dayton, OH. Interested vendors should contact both of the points of contact below for scheduling day 2 one-on-one meetings. Day 1 (16 Aug @ 1300) � Intros and Overviews -����� Intro to event -����� Brief overview of SDUE & Soteria & R-EGI -����� Summary of ICD Day 2 (17 Aug 0800-1600) - One on One meetings with our industry partners -����� Schedule these discussions before departing on the first day or coordination with the POC listed below -����� If classified discussions are required, notify the POC listed below Further details and visit request information will be provided as they are refined. It is expected that vendors will provide either a presentation/briefing in a one on one setting. These exchanges will be conducted in accordance with FAR 15.201, and will be consistent with procurement integrity requirements. The exact amount of the time period will be determined upon scheduling all interested parties and is dependent on the numbers of vendors who show an interest. �A question and answer period will follow any presentation you may have.� Any updates or changes to the ICD will be made available following the session. It is not expected to provide public dissemination of the one-on-one sessions. �If speakers choose to include classified information to the government in our exchanges, please coordinate on 16 August 2022, with the POC provided below. �The appointments will be scheduled on a first come, first served basis. �The meeting schedule will be provided individually to vendors and will be conducted on 17 August, starting at 0800 EDT. �There will be no audio-visual or computer equipment available so if there are any briefing materials, they should be in hard copy form. �The expected number of government representatives in these sessions is approximately 5 to 6.� The vendor is requested to maintain their numbers to this level or less. The government audience will consist of program managers, engineers and contracting officials. Global Positioning System (GPS) receivers provide Position, Velocity, and Timing (PVT) data in support of this, but must be designed to ensure performance in operational environments. SDUE shall support adaptable, reprogrammable navigation solutions through the use of GPS military signals, Regional Military Protect (RMP) signals, non-GPS Satellite Navigation (SATNAV) signals, and others that may be available in the future. Soteria shall support Anti-Jam (AJ), which can take advantage of MGNSS signals, Navigation Technology Satellite-3 (NTS-3) signals, and flexible waveforms. The required Soteria capabilities are AJ and Anti-Spoof (AS) across the entire MGNSS/SATNAV spectrum, which encompasses all L-band frequencies. Both capabilities must also be re-programmable. The Air Force is investing in the Resilient-EGI (R-EGI) as part of the larger USAF PNT Strategic Plan, June 2019. R-EGI will not only bring new robustness against current known threats, but also resiliency to maintain PNT dominance against evolving PNT threats. More specifically robustness can be summarized as incorporating technologies to fight through today's known threats- this includes use of anti-jam GPS technologies and best practices on incorporation of various measurements from GPS (i.e. good receiver hygiene.) And, resilience can be summarized as building the system that - by design - will allow for: avoidance of the threat through the use of complementary PNT, integrity monitoring, and appropriate situational awareness; recovery from a new threat by rapid development and validation; and reconstitution of capability through timely and affordable integration into platforms. �A key enabler for resilience is R-EGI�s System-of-Systems architecture allows for the efficient integration of complementary and alternative PNT capabilities as was achievable in pre-GPS federated PNT systems.� The R-EGI production RFI is gathering information related to considerations for the production of R-EGI systems. � Operational Context Soteria, SDUE, and the Resilient-Embedded GPS/Inertial Navigation System (R-EGI) are the three components that will collectively provide the Vanguard (first use) targeted capabilities necessary to deliver robust and resilient PNT to the warfighter. These three systems are envisioned to be nominally configured. The integrated capabilities of the proposed systems are to support the effective and affordable operation of USAF, Joint/Coalition platforms, and weapon systems in evolving threat environments. It should be noted the three systems are expected to operate in a tightly coupled relationship, allowing aiding and the sharing of information to provide the desired resiliency and robustness while executing AS and SA functions.
