Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with: JEOL, 11 Dearborn Road, Peabody, MA 01960. The sole source justification is based on the following: The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of chemical databases to accomplish NIST�s mission to carry out collection, compilation, critical evaluation, publication and sale of standard reference data in accordance with Public Law 90-396. 90th Congress, H.R. 6279, July 11, 1968. The chemical databases provide standard reference data for laboratories, both within NIST and to the worldwide scientific community. The Mass Spectrometry Data Center (MSDC), a component of the BMD, is responsible for the development of the NIST/NIH/EPA Mass Spectral Library and special Mass Spectral Libraries (hereinafter, the Libraries) (http://www.nist.gov/srd/nist1a.cfm, http://chemdata.nist.gov/dokuwiki/doku.php?id=peptidew:start). This development includes generating and analyzing data obtained by Gas Chromatography-Mass Spectrometry (GC-MS). The objective of the project is to facilitate the enhancement of the NIST/NIH/EPA Mass Spectral Library by adding a GC TOF instrument with electron ionization (EI) and multiple soft ionization (SI) sources to the MSDC�s laboratories. In particular, this instrument will enable the assignment of molecular weights to many compounds in complex, practical mixtures. With the aid of NIST software, this data will enable the identification and inclusion of EI spectra in NIST Mass Spectral Libraries of commonly occurring, but commercially unavailable compounds. Extensive market research has concluded that the AccuTOF GC-Alpha GC TOF mass spectrometer manufactured by JEOL is the only model that provides the required high-resolution TOF mass spectrometer with soft ionization methods (CI, FI, PI) in addition to EI (with the ability to �rapidly� change between ionization modes) and the ability for direct analysis (direct insertion, direct exposure, and field desorption probes). It can be mated with an Agilent GC and Gerstel autosampler. Other vendors identified during market research specialize in thermal desorption and extraction/enrichment instrumentation for GC-MS instruments, but either do not make a GC-TOF mass spectrometer instrument, cannot rapidly switch between ionization modes, or do not have all required SI modes available. Given these facts, JEOL is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST July 28, 2022, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
