- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is to support the Army Reserve Regional Support Command. The purpose of this contract is to provide technical fire services to each of the four RSC�s, one each at Joint Base McGuire-Dix-Lakehurst, NJ; Fort Jackson, SC; Fort McCoy, WI and Mountain View, CA. which include fire protection and health, life, and safety assessments of facilities and buildings. Services in Alaska, Hawaii, and OCONUS will not be required of this contract. Technical fire services include creating and maintaining a fire prevention program, assist in creating and overseeing fire system repair projects, providing input on life/health/safety facility issues, monitoring, and providing performance input on fire monitoring and on-post fire inspection programs, and providing technical fire expertise. The base period for this contract will be 12 months with the option of 4 additional 12 month periods. The contractor will be licensed and certified to perform inspections in accordance with the most recent version of Unified Facilities Criteria (UFC) 3-601-02. Most work products defined within this task order require the support of a NICET or NFPA licensed inspector. Military construction projects, facility modernization, rehabilitation, and repair projects where the scope of the fire protection and or life, health and safety require extensive or complex review, the contractor will provide review and analysis of the proposed elements by a licensed and/or certified fire protection engineer. The Government anticipates the award of a firm fixed price contract. The combined synopsis/solicitation Request for Proposal (RFP) number is W912DY-22-R-0020. This number shall be referenced by contractors on their proposals and related correspondence. This RFP is 100% total small business set-aside. The NAICS code is 541330 (Engineering Services) with a small business size standard of $16.5 Million. Contractors must be registered in the System of Award Management (SAM) with no exclusions to be considered for award. The website for SAM is https://sam.gov/portal/. The clauses and provisions included in Section I are applicable to this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.
