Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quote (RFQ) solicitation number 22-67 for the acquisition of services and products for the implantation and support of an Agency-wide electronic Web-based Technical Standards Platform for accessing technical and related information via NASA Technical Standards System (NTSS). The objective of the platform is to provide Agency-wide users with effective access to technical standards and the standards metadata from various Standards Developing Organizations (SDOs) needed for Design efforts. IAW FAR 6.302-1(c)(1), the National Aeronautics and Space Administration (NASA), George C. Marshall Space Flight Center (MSFC) intends to award one (1) purchase order to and negotiate only with IHS Global, Inc., (Cage Code 6A920) as the only known source of supply. However, all responsible sources may submit a capability statement for consideration by the agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to IHS Global, Inc., as a result this synopsis/solicitation are detailed on Attachment 1 � Statement of Work. The provisions and clauses in the RFQ are those in effect through FAC 2022-06. This requirement is not being set a side for a small business the applicable North American Industry Classification System code is 518210. The small business size standard is $38.5. All responsible sources may submit an offer which shall be considered by the agency. Delivery to MSFC, AL 35758 is required within 1 day(s) after receipt of order. Delivery shall be free on board (FOB) Destination. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - https://www.acquisition.gov/browse/index/far NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items, (NOV 2021). If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled ""Buy American Act -- Supplies,"" the offeror shall so state and shall list the country of origin. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, (MAY 2022) or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (NOV 2021) is applicable. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, (MAY 2022) is applicable. NASA Clause 1852.215-84, Ombudsman, is applicable. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Prospective contractors who believe they can successfully fulfill the requirement must provide specific, detailed documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 3:00 PM Central Standard Time (CST) on July 22, 2022.
