- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NICHD-22-168 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-04. The North American Industry Classification (NAICS) Code is 561990 and the business size standard is $11.0M. It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver, National Institute of Child Health and Human Development in support of National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to award a purchase order, as a notice of intent, to Stepping Blocks, 3423 Piedmont Road NE, Atlanta, Georgia 30305-1754 to acquire data on the employment outcomes of trainees and scholars supported by the NIDDK T32 program and the NCATS CTSA program during the period between 2007 and 2017. NIDDK and NCATS together, have significant interests and investments in training the next generation of researchers to contribute to their missions.� As such, both NIDDK and NCATS have developed institutional training programs to recruit, train, and retain talented individuals from diverse backgrounds.� These programs are embodied in the Ruth L. Kirschstein Institutional National Research Service Award (T32) supported by the NIDDK and the Clinical and Translational Science Awards (CTSA).� Each program provides institutions support to appoint trainees and scholars to a targeted program of experiential training and didactic professional development.� Given the large investments in both programs, it is imperative to conduct evaluation of the outcomes to determine the effectiveness of the programs and return on investment. This requirement is to procure services that will utilize unique matching methodology to associate NIDDK and NCATS supported trainees and scholars with their employment histories. The types of services expected to be provided include: ������������� Employee profile entry/matching for up to 30,000 entries ������������� Maintenance and disposal of government-provided data per the executed Confidentiality Disclosure Agreement (CDA) agreement between the Government and the offeror ������������� Utilization of multiple matching methodologies to employment histories of supported trainees ������������� Secure data storage and disposal of matched data upon delivery to NCATS/NIDDK ������������� Delivery of the final dataset containing employment outcomes to the Government TASK AREAS Task Area 1 � Establishment of appropriate agreements for data access and use The Contractor shall receive the trainee and scholar Personal Identifiable Information (PII) data and abide by all terms and conditions of the CDA.� The Contractor shall obtain Tier 2 Public Trust Clearance for all key personnel (only required for staff with direct access to records) and maintain clearance throughout the duration of service.� Task Area 2 � Mining public information sources to link trainees and scholars to their employment histories.� The Contractor shall utilize unique methodology to establish accurate linkages between individual identifiers of the trainees and scholars and public information available through websites, social media apps, and any applicable access to provide employment histories of individuals included in the government dataset. Task Area 3 � Transition Support, Interim Transition-Out Activities.� The Contractor shall, from the date of award, develop and document all systems and processes to ensure that there is an archived record of actions and practices. All records and information systems shall employ systematic version control, ongoing tracking and monitoring to enhance quality and to ensure survivability. Task Area 4 � Place of Performance The Contractor shall perform the services at the Contractor�s facilities and at 6707 Democracy Blvd, Bethesda MD 20817 and as needed to be determined by the Project Manager. The offeror must include a completed copy of the following provision�s along with their quote: FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items; FAR Clause 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment; FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.� The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items: Evaluation Factors (1) technical capability to provide all services/consumables, etc; (2) price; and (3) past performance. Technical capability and past performance, when combined, are significantly more important than cost/price; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition, apply to this acquisition. The offeror must include their Unique Entity ID: (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of providing the Government with the services specified in this synopsis should submit their quotation to the below address. Quotations will be due seven (7) calendar days from the publication date of this synopsis or July 21, 2022, at 11:00 AM. The quotation must reference �Solicitation number� NICHD- 22-168.
