Description
The purpose of this ammendment is to extend this solicitation until 29/July/2022 at 11:00am UTC (San Juan, Puerto Rico) ------------------------------------------------------------------------------------------------------------------------------------------------------------------------- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term �BID� in this solicitation is used synonymously with the word �QUOTE�. Please see FAR 13.004-Legal effect of quotations. The Contractor shall furnish the personnel, services, equipment, materials, transportation, facilities, and other requirements necessary for the performance of work under this SOW.� The Contractor shall be capable of addressing and interpreting all aspects of cultural and environmental law and regulation, including the preparation and presentation of expert testimony, if required.� All personnel will meet, or work under the direct supervision of individuals who meet the Secretary of the Interior�s Professional Standards for the appropriate discipline. Services to be provided by the Contractor shall include an archaeological survey identifying, documenting, mapping, and evaluating potential historic properties, archaeological sites, and any other asset/artifact based upon the National Register of Historic Places (NRHP) criteria. The work shall involve systematic above-ground, and subsurface testing of approximately 25 acres based on analysis of the environmental conditions and background research. �The survey must be conducted in consultation with the applicable State Historic Preservation Officer (SHPO) and according to Puerto Rico�s standards and guidelines for a systematic identification and inventory survey. The primary objective of this work shall be to identify prehistoric and historic resources, evaluate potential significance against the NRHP Criteria A-D, and provide recommendations for eligibility and managing of identified resources. �The survey shall use archaeological methods to document and support any instances of heavy disturbance within the survey area. �The survey will be used to identify potential effects to historic properties associated with Federal undertakings carried out by the ANG. For all collected artifacts, the Contractor shall identify a curation facility close to the ANG location that meets the Federal curation standards (36 CFR 79) and work with NGB/A4VN and the Puerto Rico ANG to make appropriate curation arrangements. �The initial costs to accession the collection shall be the responsibility of the Contractor and may be charged back during invoicing. *Please see attached Performance Work Statement for detailed description of the required work. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 541370 Surveying and Mapping (except Geophysical) services, and the Size Standard for Small Business is $16.5 Million. Basis of award: Award will be made to the lowest priced quote that meets all the technical requirements specified in this solicitation and outlined in the PWS. The Government intends to award a contract without discussions with respective offerors. Proposals that fail to meet the government�s schedule and technical requirements will be deemed technically unacceptable and disqualified from competition. The following factors will be used to evaluate offers: A) Price and B) Technical. A)� Price, Lowest Evaluated Acceptable Quote B) Technical Acceptability:� Technical acceptability will be based on the capabilities and certifications of the Contractor, as delineated in the PWS. The Contractor shall comply with all applicable (1) Federal, State, and local�environmental statutes, instructions, manuals, handbooks, regulations, guidance,�policy letters, and rules (including all changes and amendments); and (2)�Presidential Executive Orders, in effect on the date of issuance of the task order. It�shall be the Contractor's responsibility to� identify the applicable Federal, State, and�local laws and regulations for this delivery order and apply the procedures and�protocols� is required.
